Subject: Authorization to submit for an EPA Brownfield Grant
To achieve the goal of property revitalization and sustainable reuse opportunities for
downtown the City can apply for grants from the United States Environmental Protection
Agency (EPA) of up to $400,000. The purpose is to provide technical and financial
assistance to landowners and to the City to prevent, assess, and develop a plan to
sustainably reuse property. The assessments are voluntary to the landowners.
A Brownfield program is built on the following elements:
• Protecting public health and the environment
• Promoting partnerships
• Strengthening the marketplace
• Sustaining reuse (revitalization)
The steps are to inventory suspected properties, perform assessments, and encourage the
City government to develop programs and implementation activities (i.e. brownfield
ordinances) to prevent future exposure.
There is no match requirement to apply for the grants, but our department will need to
contract with an engineering firm that has brownfield expertise to assist us in the grant
application and provide guidance to the process. We anticipate the expenditure to be less
than $3500. The few cities in Montana that have been awarded the grants all needed
outside counsel.
The deadline for submittal is November 14, 2008.
We appreciate your support in authorizing the department to proceed in submitting the
Assessment Grant application to the EPA.
RESOLUTION NO.5321
A RESOLUTION AUTHORIZING THE CITY MANAGER TO FILE AN
APPLICATION WITH THE ENVIRONMENTAL PROTECTION AGENCY FOR A
$400,000.00 COMMUNITY -WIDE PETROLEUM AND HAZARDOUS SUBSTANCE
ASSESSMENT GRANT.
WHEREAS, the Environmental Protection Agency annually provides Brownfields Assessment
and Revolving Loan Fund Grants to communities that make application and meet
certain criteria; and
WHEREAS, the purpose of this assessment grant is to provide technical and financial
assistance to landowners and to the City to make environmental assessments to
determine how best to safely clean up and sustainably reuse property that has
suffered exposure to petroleum and other hazardous substances; and
WHEREAS, the City of Kalispell Community and Economic Development Department intends
to contract with AMEC Geomatrix, Inc., for a fee of less than $3,500, for
assistance in making application for such an assessment grant from the EPA in an
amount of up to $400,000 for environmental assessments; and
WHEREAS, the above described assessment grant from the EPA has no matching requirement
from the City and will provide environmental assessments on a voluntary basis to
private and public landowners within a defined area of the City and County.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION I. That the Kalispell City Manager is hereby authorized to file an application
with the Environmental Protection Agency for a $400,000.00 community -
wide petroleum and hazardous substance assessment grant before the
deadline date of November 14, 2008.
SECTION II. This Resolution shall be effective immediately upon passage.
