Hansz, P.E., Director of Public Works SUBJECT: Bid Award --Storm Water Lift Station #1 Replacement MEETING DATE: May 5, 2008 BACKGROUND: This project will install a new storm water lift station to replace an obsolete and under -sized storm water lift station. A total of five companies bid this Work. Four bids were grouped around the engineer's estimate. The fifth bid was substantially lower than the estimate. In view of this, staff conducted a full review of the project requirements with the low bidder to ensure he had properly interpreted and fully understood the specifications and requirements of the work. Following this review, staff is satisfied the low bidder, Goose Bay Equipment is able to perform the work in a satisfactory manner. A listing of bidders with the staff recommendation is attached. Staff recommends a bid award to Goose Bay Equipment. ACTION REQUESTED: AT CITY COUNCIL MEETING OF MAY 5, MOTION TO AWARD OF THE BID FOR REPLACEMENT OF STORM WATER LIFT STATION #1 TO GOOSE BAY EQUIPMENT OF KALISPELL, FISCAL EFFECTS: Expenditure of $139,375.00 from the FY 2007/08 Storm Water Fund budget. Five bids were received. All bids were in order and contained the required Bid Bond. The project is budgeted at $1 5,000.00 in the 2007/2008 Storm Water Fund budget. An award recommendation was not possible for the last City Council meeting. Additional time was required to evaluate the low bidders (goose Bay Equipment) bid as it was substantially below the Engineer's estimate. A meeting was held with Goose Bay Construction yesterday to discuss the scope of work and the project requirements. John Shogren, the General Manager of [goose Bay Equipment, assured me that Goose Bay has a thorough understanding of the scope of work and the project requirements, and that they did not make a bidding error. Goose Bay is confident their bid is appropriate for the following reasons: 1. Utilization of horizontal underground drilling equipment to install the electrical conduit across Airport Road. This will save the cost of excavation, hauling, supplying and installing curbing, gravel, asphalt replacement, and traffic control operations. 2. Utilization of a Slide Rail Shoring System to stabilize the native material side galls. The Slide Rail Shoring System is more economical and faster to install and remove than traditional sheet piling. I recommend awarding the contract for the Mosquito Storin ater Lift Station Replacement Project to Goose Bay Equipment in the amount of $139,375.00.
