Police Officer Confirmations Stan Dttosen and Melissa Caputo have completed their one year probationary period with the Kalispell Police Department and Council confirmation is requested. C. REPORTS/RECOMMENDATIONS AND SUBSEQUENT COUNCIL ACTION Resolution 5269 — Kalis ell Area Transportation Plan The Kalispell Area Transportation Plan 2006 Update serves to replace the existing Kalispell Transportation Plan adopted in :1993. The update addresses the City, plus an area up to three miles beyond the City limits. 2. Resolution 5270 --- Preliminary Plat -- Tim.berwolf. Center Subdivision Phase I This is a request from the Department of Natural Resources and Conservation to create two lots encompassing 10 acres on property south of the new US Forest Service office along Stillwater Road in Section 36. 3. Resolution 5271 -- Resolution of Intent and Call for Public Hearin -- CDBG Grant Flathead Valley Community College has requested assistance to apply for a workforce training grant from the Community Development Block Grant Program. Resolution 5 271 authorizes the Economic and Community Development Department to apply for the FVCC grant and hold a public hearing April. 7. F. MAYOR/COUNCIL/CITY MANAGER'S REPORTS (No Action) G. Each person not a Council member shall address the Council, at the time designated in the agenda or as directed by the Council, by stepping to the podium or microphone, giving that person's name and address in an audible tone of voice for the record, and unless further time is granted by the Council, shall limit the address to the Council to three minutes. b. All remarks shall be addressed to the Council as a body and not to any member of the Council or Staff. C. No person, other than the Council and the person having the floor, shall be permitted to enter into any discussion either directly or through a member of the Council, without the permission of the Presiding Officer. d. No question shall be asked of individuals except through the Presiding Officer.
