SUBJECT: New Collective Bargaining Agreement with KPA
MEETING DATE: June 21 2008
BACKGROUND: City Administration and the Kalispell Police
Association are pleased to report that following 15 months of
negotiations, the parties have agreed to a new four --year labor
agreement. The new contract represents a departure from
traditional labor agreements which have involved three --year cycles.
Highlights of the new labor agreement include:
* Establishment of residency requirements for new officers, in
accordance with the current city ordinance;
* Grants wage adjustments over four years which will make KPD
pay competitive with those of the Flathead County Sheriff's office
and other class 1 cities in the State;
* Revises the internal grievance and disciplinary procedures;
* Provides incentive pay for officers to take on increased
responsibility, improve their education and training, and to seek
supervisory experience;
* Provides employee retention incentives for mid --level officers
to remain with the Department;
* Recognizes past law enforcement experience for new hires who
transfer from other departments; and,
* Provides the City with more predictable officer scheduling and
better productivity by providing officers with the opportunity to
be compensated for holidays rather than taking additional leave.
RECOMMENDATION. City Administration recommends approval of this
four-year labor agreement.
FISCAL EFFECTS: This new labor agreement reflects base wage
increase of 18 0 over the current contract for the next four years.
Since other wage incentives will be optional, the amount of
increase will depend upon officer willingness to take advantage of
opportunities as they are presented. Providing for payments for
holidays in lieu of time off is expected to carry a moderately
positive fiscal impact by allowing management to better plan patrol
staffing needs through reduced time off.
