SUBJECT: Reserve Loop School Speed Limit
MEETING DATE: January 22, 200S
BACKGROUND: In 2007 MDT completed construction of a new roadway named Reserve
Loop which begins at the intersection with US 93 at Hutton Ranch Drive and extends north and
west to an intersection with the new roundabout at Stillwater Road. Along with this new roadway
comes a need for an appropriate speed limit. MDT has reviewed design criteria and speeds and
determined the appropriate posted limit should be 45 MPH. MDT will present their speed limit
recommendation for approval by the State Highway Commission at a future meeting, the date as
yet unknown.
The City has indicated its concerns with this limit and recommended consideration of a
lower, 35 MPH. This was based upon the rapidly developing nature of Section 36, the presence
of a new high school, and heavy development around the US 931Reserve Loop intersection that
includes the City's newest fire station. It is intended these concerns will be raised to the Highway
Commissioners at their meeting. However, in anticipation of the Commissioner's approval of the
MDT recommendation, the Kalispell Police, Fire and Public works Departments are
recommending City adoption of a school zone speed limit adjacent Glacier High School.
Montana statutes allow municipalities to adopt a school speed zone of 10 MPH less than the
posted limit. In this case the limit on Reserve Loop approaching and past the school would be 35
MPH.
The City Attorney has prepared the accompanying resolution, # 5 Z 5 9, to establish this
limit which will take effect upon acceptance by the Highway Commission of the currently
recommended 45 MPH limit. Appropriate signage will be installed as soon as possible after
action by the Highway Commission.

RESOLUTION NO.5259
A RESOLUTION TO ESTABLISH AND POST SPEED LIMITS ON NEW RESERVE
LOOP ROADWAY AND TO SET AN EFFECTIVE DATE
WHEREAS, in 2007 the Montana Department of Transportation completed the new roadway
named Reserve Loop in the City of Kalispell located in Section 36 between the
Stillwater Road Roundabout and the intersection of US 93 and Hutton Ranch
Drive; and
WHEREAS, the Montana Department of Transportation will present its recommendation of a
speed limit at 45 miles per hour for approval to the State Highway Commission at
a future meeting at which time the speed limit for Reserve Loop will be officially
adopted; and
WHEREAS, Montana law allows a municipality to adopt slower speed limits within school
zones adjacent to schools; and
WHEREAS, because of the general congestion and school activities associated with the facility
it is in the best interests of public safety to require reduced speeds on Reserve
Loop adjacent to Glacier High School.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
IALISPELL AS FOLLOWS:
SECTION I. That portion of Reserve Loop roadway approximately adjacent to Glacier
High School shall be subject to a speed restriction of ten miles per hour
less than the speed restriction adopted by the State Highway Commission
for the rest of Reserve Loop.
SECTION II. Upon receiving notice of the speed limit set by the State Highway
Commission the City Manager shall direct the Department of Public
Works to prepare and erect the necessary signage to advise the driving
public of the above -described speed restrictions.
