SUBJECT: Postpone Bich Award — Buffalo Hill water Line Replacement
MEEETING DATE* April 21, 200
BACKGROUND: This project will install a new pipeline inside an existing abandoned waterline that
connects the ity's two in -ground storage tanks. This is a very complexjob that requires highly skilled
personal experienced in this type ofwork. A total of five companies bid this work. Four bids were
closely grouped around the engineer's estimate for the work. A fifth hid was substantially outside and far
below the estimate. In view of this and the extreme importance of the water supply facilities involved,
staff requires additional time to fully review the qualifications, experience, past performance, and overall
competence of the apparent low bidder and its critical sub -contractors to ascertain their ability to
successfully perform the required work. A listing of bidders is attached.
Staff recommends postponing a. bid award recommendation to 5 May 2008.

The engineer's estimate for this project was 155,700,00. The project is shown as Line Item. 934 in
the current budget with an estimated cost o155,000.00.
Four of the five bids are closely grouped and are in the general range of the engineer's estimate.
The apparent love hid, however, falls far below this group. Due to this large inconsistency, we are
in the process of reviewing units prices with the apparent low bidder. We are also reviewing the
qualifications of the love bidder's sub -contractor on the most critical portion of this project.
At this time 1 recommend postponing the award of this project until we can complete an evaluation
of the lour bidder's qualifications as well as the sub -contractor's qualifications.
