Hari, P.L., Director of Public works SUIB.ILCT-, Postpone id Award —Storm water Lift Station ##1 Replacement MEE TING DATE: April 21,2008 BACKGROUND: This project will install a new storm water lift station to replace an obsolete and under -sized storm water lift station. A total of dive companies bid this work. Four bids were grouped around the engineer's estimate. The fifth bid is substantially lover than the estimate. In view ofthis, staff requires additional time to fully review the low bid to ensure the bidder has properly interpreted and fully understands the specifications and requirements of the work. A. listing of bidders is attached. Staff recommends postponing a bid award recommendation to 5 May 2008. ACTION REQUESTED: AT CITY COUNCIL MEETING OF APRIL 21, MOTION T POSTPONE AWARD OF THE Blip FOR REPLACEMENT OF STORM WATER LIFT STATION #1 TO 5 MAY 2008 COUNCIL MEETING. FISCAL EFFECTS: This project is budgeted at $185,000.00 in the FY 20 Storm water Fund budget. Five bids were received. The Contractors and bid amounts are as follows: CONTRACTOR BID AMOUNT Goose Bay Equipment 139, 375.00 Kalispell, MT Dick Anderson Construction 181150.00 Helena, NIT Lakeside, MT Western Municipal Construction 214, 245.00 Billings, MT Sandry Construction $ 2199 680.00 I igfork, MT All bids were in order and contained the required did Bond. The Engineer's estimate for the project is $186,000.00. The apparent low bidder's bid is $ 46,625.00 below the Engineer's estimate. A Pre -Award Conference will be conducted next week with the apparent lour bidder, Goose Bay Equipment, to evaluate their interpretation of the specifications as their bid appears to be below the reasonable cost analysis value. I recommend postponing the award of this bid until a thorough evaluation of the apparent lore bidders interpretation of the specifications can be completed.
