SUBJECT: Award Bid — Annual Sidewalk and Curbing Contract
MIETIG DATE: April 21, 2008
BACKGROUND: This contract is primarily designed to assist property owners with replacement or in -
fill construction of sidewalks and curling adjacent to their property. The current budget has $14,000
remaining for this work. The 2009 budget will propose an additional $35,000 appropriation. when this
amount is leveraged against the City's o participation policy two things occur: the amount of work
done is effectively doubled, and the cost to the property owner is reduced by half: The current contract i
proposed for only the current construction year, ending 31 December 2008. We believe this allows the
best possible bid under current market conditions.
Two companies hid on this contract: Sandon Construction, and Knife River Construction. The bid
analysis is attached for your information. Based on analysis of the bids, we recommend an award to
Sandon Construction of Kalispell.

SANDON CONSTRUCTION ' KALISPELL, MONTANA.
FISCAL EFFECTS: Potential expenditure of funds totaling $49,000.00 ($14,000 for FY 2 07 0 and
$35,000 for FY 2000.

This contract is primarily designed to assist property owners wishing to construct or replace public
sidewalks or curbing adjacent to their property. This contract is also utilized for the Soo cost sharing
program that was established by the City Council to encourage sidewalk replacement and infill by
equally dividing; the cost between the property owner and the City. The City has $1 ,00o remaining in
the current budget for sidewalk work. A $3 ,00o appropriation has been requested for the 200 20 9
fiscal year.
Bids for the Sidewalk and Curbing; Construction for the Year ending December 31, 2008 were opened
on Friday, April 11, 2008. . Bids were received from Sandon Construction and Knife Fiver
Construction. Both bids were in order and contained the required Bid Bond.
The laid amounts for the primary components of the bid are as follows:

Sandon Construction has been installing sidewalkand curbing for the City and its residents for many
years. 1 recommend the bid for Sideway. and Curbing Construction for the Year ending December 31,
2008 be awarded to Sandon Construction Company Inc.
