SUBJECT: Resolution authorizing submission of the CDBG-ED Grant
and authorizing the Mayor to sign Certificate of Compliance.
MEETING DATE: April 7, 2008
BACKGROUND: The city of Kalispell is eligible to apply for a Community Development
Block Grant -- Economic Development category for this project.
The City of Kalispell was approached by the Flathead Valley Community College (FVCC) to
submit an application to Montana Department of Commerce, Economic Development Block
Grant for workforce development and training targeted to developing specific employee skills
needed by an aggregate of companies. The College is requesting up to $268,000.
FVCC will use the funds to ensure a training plan is designed to benefit business and industry in
the skills development of existing employees, increased employee productivity, and availability
of a qualified workforce pool to accommodate the growth of relocating and expanding
employers. The college has proven its ability for providing training and services which are high
quality, cost effective, customized to local needs, and convenient to the Flathead general
population.
This grant opportunity will provide FVCC the opportunity to custom design a training program
geared toward the modernization of the local manufacturing industry sector and prepare
graduates to address all aspects of the manufacturing trade. FVCC"s concept is to expand upon
the already successful Welding/Metals Fabrication program, which is conventional equipment
based, by incorporating specific training on the Computer Numerical Control (CNC) aspects of
the manufacturing field. The addition of a CNC component will give students experience in
setup and operation of CNC lathes and milling machines, as well as manual programming. The
addition of a Computer -Aided Design/Computer-Aided Machining (CAD/CAM) component to
the program will give students experience in programming CNC machines employing computer
generated programs. Existing Hands-on classes for manual lathe, milling, and grinding
operations will enhance the theory on setup and operation of CNC equipment. Incorporating
CNC into the existing program will prepare students for employment in all aspects of the
machining career field and support local business and industry in the skills development of
existing employees, increasing employee productivity through modernization, and provide
RECOMMErNDATION: Staff is recommending City Council approve the Resolution
authorizing Community Development staff to submit an Economic Development Block Grant
workforce development and training grant application and authorize Mayor to sign a Certificate
of Compliance.
FISCAL IMPACT: Up to 6% administrative fee will be charged to the grant to cover the
administrative expenditures.

A RESOLUTION AUTHORIZING AN APPLICATION TO THE MONTANA DEPARTMENT
OF COMMERCE FOR A COMMUNITY DEVELOPMENT BLOCK GRANT WORKFORCE
TRAINING PROGRAM TO ASSIST IN FUNDING EQUIPMENT FOR FLATHEAD VALLEY
COMMUNITY COLLEGE.
WHEREAS, the City of Kalispell is applying to the Montana Department of Commerce for a
Community Development Block Grant to assist Flathead Valley Community College by
providing partial funding to purchase pieces of Computer Numerical Control equipment
for the metalworking and machining trades; and
WHEREAS, on April 7, 2008, the City of Kalispell conducted a public hearing in conformance with
CDBG requirements to obtain the views of citizens regarding the submittal of this grant
application; and
WHEREAS, the City of Kalispell has the legal jurisdiction and authority to provide assistance to
Flathead Valley Community College.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL
AS FOLLOWS:
SECTION I: That the City of Kalispell agrees to conform to the regulations, statutes, terms
and conditions described in the CDBG Certifications for Application.
SECTION II That the City Manager is authorized to submit on behalf of the City of Kalispell,
the CDBG Grant to the Montana Department of Commerce and to provide such
other additional information as may be required.
