Police Officer Confirmation Stan Ottosen has completed his one year probationary period with the Kalispell Police Department and Council confirmation is requested. PUBLIC HEARING — CDBG WORK FORCE TRAINING GRANT The City Council will accept public comments concerning a grant application to the Montana Department of Commerce for a Community Development Block Grant on behalf of the Flathead Valley Community College. F. REPORTS/RECOMMENDATIONS AND SUBSEQUENT COUNCIL ACTION Resolution 5272 — CDBG Work Force Training Grant This resolution authorizes the City Manager to submit an application for a grant on behalf of Flathead Valley Community College. 2. Final Plat — Mountain Vista Phase 3 This is a request for final plat approval of Mountain Vista Estates Phase 3, a 40-lot residential subdivision comprised of 32 single-family lots, 7 townhouse lots, and 1 lot for a future fire station on approximately 10 acres located on the northeast side of the corner where Three Mile Drive turns into Farm to Market Road. Resolution 5273 — Impact Fees Annual Adjustment This resolution adjusts the fee schedule for Wastewater, Stormwater, Water, Police, and Fire impact fees. G. Each person not a Council member shall address the Council, at the time designated in the agenda or as directed by the Council, by stepping to the podium or microphone, giving that person's name and address in an audible tone of voice for the record, and unless further time is granted by the Council, shall limit the address to the Council to three minutes. b. All remarks shall be addressed to the Council as a body and not to any member of the Council or Staff. C. No person, other than the Council and the person having the floor, shall be permitted to enter into any discussion either directly or through a member of the Council, without the permission of the Presiding Officer. d. No question shall be asked of individuals except through the Presiding Officer.
