RE: Legends Field Parking — 2nd Reading
In response to several complaints over the last year related to parking around Legends Stadium, the
Kalispell Fire, Kalispell Police, and School District have been meeting and soliciting comments and
suggestions for three months. We met with the citizens on -site at Legends Field and sent written
notice to all property owners affected by limiting the parking.
The problem is 4th Avenue West from 1 lth Street West south to the end of the road, and the West end
of 121h Street West from the alley to 4th Avenue West is not wide enough for fire apparatus and
ambulances when parking is allowed on both sides of the street. The fire code requires 20' clear
access on all roadways to operate in a fire or medical emergency.
All comments received encouraged limiting the parking in this area and continuing to manage
parking at sporting events. Several comments encouraged developing parking on the south end of
the stadium. The School District is interested in negotiating a long term arrangement with the City
of Kalispell for a solution to the parking situation at Legends Field.
It is my recommendation to City Council to restrict parking on the East side of 41h Avenue West
from 1 lth Street West south to the end of the road. Plus, restrict parking on the North side of 12th
Street West from the alley between 3rd Avenue West and 41h Avenue West, west to the intersection
of 4th Avenue West and 12th Street West.

ORDINANCE NO. 1668
AN ORDINANCE TO AMEND SECTION 17-54, KALISPELL CITY CODE, PROHIBITING
VEHICULAR PARKING ON THE EAST SIDE OF 4TH AVENUE WEST FROM 11TH STREET WEST
TO THE SOUTHERN TERMINUS OF 4TH AVENUE WEST AND ON THE NORTH SIDE OF 12TH
STREET WEST FOR A DISTANCE OF ONE HALF BLOCK FROM 4TH AVENUE WEST TO THE
NEXT ALLEY ENTRANCE TO THE EAST AND DIRECTING THE PLACEMENT OF
APPROPRIATE SIGNAGE THEREFORE, AND DECLARING AN EFFECTIVE DATE.
WHEREAS, 41h Avenue West, from IIth Street West to its southern terminus is a narrow city street that does
not allow adequate access for emergency fire apparatus when motor vehicles are parked on both
sides of the street, nor can emergency fire apparatus negotiate the corner of 4th Avenue West
and 12`h Street West when motor vehicles are parked on both sides of the street of 12`h Street
West in that vicinity; and
WHEREAS, the above -described streets are in the vicinity of School District No. 5 Legends Field which,
during sporting events, generates the parking of motor vehicles on both sides of the subject
streets in this vicinity; and
WHEREAS, it is therefore in the best interest of public safety that vehicular parking be prohibited on the east
side of 41h Avenue West from 11`h Street West to the southern terminus of 4th Avenue West and
on the north side of 12`h Street West for a distance of one half block from 4th Avenue West to
the next alley entrance to the east.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS:
SECTION 1. Section 17-54 of the Kalispell City Code is hereby amended to add a paragraph EE to
read as follows:
"EE. 41h Avenue West and 12`h Street West. Vehicular parking is prohibited on
the East side of 4ch Avenue West from 11`h Street West to the southern
terminus of 4`h Avenue West and on the north side of 121h Street West for a
distance of one half block from 4`h Avenue West to the next alley entrance
to the East."
SECTION II. The Police Chief is directed to have the appropriate signage placed at each of
the above -described locations.
SECTION III. All other portions of Section 17-54, Kalispell City Code, shall remain
unchanged.
SECTION IV. This Ordinance shall take effect from and after 30 days of its passage on second reading
by the City Council.
