BACKGROUND: The City of Kalispell has recently completed the Core Area Plan for
revitalization. A primary goal of this plan is the relocation of existing rail -served businesses to a
new rail served industrial park in Kalispell thereby allowing the eventual removal of the railroad
tracks that bifurcate the city and preclude infill development. The City has been working with
the Flathead County Economic Development Authority as it acquired the property for the sole
purpose of developing a new industrial rail park. This project will create the opportunity for new
rail served business to be attracted to Kalispell creating jobs at both the rail park and also in the
core area of Kalispell which is now stifled by the location of the rail line.
Congress has made a fifth round of discretionary funding available through the US Department
of Transportation for the Transportation Investment Generating Economic Recovery (TIGER)
grant program. Funding priority is on "shovel ready" projects with strong partnerships that
demonstrate a significant impact on the Nation or a region. This program is among the most
competitive federal grants in existence. Montana has been awarded four TIGER grants to date,
the most recent being the "Northern Montana Multimodal Hub" freight train project in Shelby
funded at nearly $10 million.
Under this program, Kalispell is considered a rural community and therefore eligible to apply for
$1 to $10 million for the development of the multi -modal industrial rail park project. The notice
of funds available was published April 22, 2013, and the application deadline is June 3, 2013.
Projects must be prepared to obligate funds beginning September 2013. Funds to be requested
are for the development costs of the rail park and financial match will be provided by Flathead
County Economic Development Authority.
FISCAL IMPACT: Flathead County Economic Development Authority has contracted with
Kadrmas, Lee & Jackson Engineering (KLJ) to write the TIGER V grant application.
Community and Economic Development will provide staff support estimated at forty (40) hours
to the grant application writing and submission process. As lead applicant, if the grant is
awarded the Community and Economic Development would administer the grant for the period
September 2013, thru September 2014.
RECOMMENDATION: It is recommended that Council authorize staff to submit and
administer the grant application for the development of the rail park for Flathead County
Economic Development Authority.

A RESOLUTION TO AUTHORIZE SUBMISSION OF A GRANT APPLICATION TO THE
US DEPARTMENT OF TRANSPORTATION, TRANSPORTATION INVESTMENT
GENERATING ECONOMIC RECOVERY (TIGER V) DISCRETIONARY GRANT
PROGRAM FOR THE PURPOSE OF DEVELOPING A NEW INDUSTRIAL RAIL PARK
IN COOPERATION WITH THE FLATHEAD COUNTY ECONOMIC DEVELOPMENT
AUTHORITY.
WHEREAS, the City of Kalispell and the Flathead County Economic Development Authority have
the opportunity to apply to the US Department of Transportation, Transportation
Investment Generating Economic Recovery (TIGER V) Discretionary Grant program
to assist Flathead County Economic Development Authority in developing a new
Industrial Rail Park that is adjacent to the City and provide relocation options to rail
customers currently located within the West Side Urban Renewal District.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL, AS FOLLOWS:
SECTION 1. That in the event that the grant is approved and the City of Kalispell
ultimately accepts such grant, it shall agree to conform to the regulations,
statutes, terms and conditions for the application to the US Department of
Transportation for the TIGER V Grant.
SECTION 2. That the City Manager is authorized to submit on behalf of the City of
Kalispell, the TIGER V Grant to the US Department of Transportation and to
provide such other additional information as may be required.
PASSED AND APPROVED BY THE CITY COUNCIL AND SIGNED BY THE MAYOR OF THE
CITY OF KALISPELL THIS 6TH DAY OF MAY, 2013.
