BACKGROUND: The Roof Liner Replacement Project for the Main Office Building of the Wastewater
Treatment Plant (WWTP) replaces the existing liner with a fully adhered PVC membrane. The existing
EDPM (synthetic rubber) roof liner was installed in 1992 as part of the original construction. The
existing roof liner has outlived its 10 year design life, with much of it currently failing and beginning to
cause damage to the interior of the building.
The selected contractor will be responsible to remove the existing rock ballast and liner, and replace the
liner with a fully adhered PVC membrane. There is a 20 year warranty on the new liner material and a 2
year warranty on workmanship and all other materials. Roofing insulation will be replaced as required
and is included in the project. Bids were received and opened on April 18, 2013 at 2:30 PM. Four
responsive bids were received; all within the project budget.

successfully completing projects of similar scope and magnitude.
STAFF RECOMMENDATIONS: Award the bid for the Roof Liner Replacement — Main Office
Building — Kalispell Wastewater Treatment Plant Project to Ace Roofing in the amount of $77,900.00.
ACTION REQUESTED: Motion to award the Roof Liner Replacement — Main Office Building —
Kalispell Wastewater Treatment Plant Project to Ace Roofing.
FISCAL EFFECTS: The project will be funded by the Wastewater Capital Outlay Operating Fund.
$110,000 was allocated for the Roof Replacement on Main Building Project in the FY 12/13 budget.
