SUBJECT: Ordinance No. 1671— Restricting Parking to 30 minutes in the
Three Spaces in Front of Kalispell Post Office on First Avenue
West

BACKGROUND: Currently the southernmost three parking spaces on the
southbound side of 1st Avenue West between 2nd Street West and 3rd Street West
and adjacent to the Post Office are designated with a 2 hour parking restriction and
vehicles parked in those spaces are often left there for up to two hours by
individuals not conducting business at the Post Office. The Kalispell Parking
Commission brought this to the attention of the city staff and requested that an
ordinance be offered to restrict the parking in these three spaces to a maximum of
30 minutes. The reason given is that when these spaces are used by individuals
who leave their vehicles there for 2 hours, other people intending to use the Post
Office must park further away and walk across streets and through vehicular traffic
to access the Post Office.
RECOMl'VIE ATION: Staff is recommending that the Council consider finding
that it is in the best interest of public safety and the free flow of vehicular traffic that
vehicular parking be restricted to a maximum of thirty minute parking in the
southernmost three parking spaces on the southbound side of 1st Avenue West between
2nd Street West and 3rd Street West and that the Police Chief be directed to have the
appropriate signage placed at the above -described location.
FISCAL ACTS: No significant impacts.

AN ORDINANCE TO AMEND SECTION 17-54, KALISPELL CITY CODE, RESTRICTING
VEHICULAR PARKING TO THIRTY MINUTES IN THE SOUTHERN THREE PARKING
SPACES ON THE SOUTHBOUND SIDE OF 1ST AVENUE WEST BETWEEN SECOND STREET
WEST AND THIRD STREET WEST AND DIRECTING THE PLACEMENT OF APPROPRIATE
SIGNAGE THEREFORE, AND DECLARING AN EFFECTIVE DATE.
WHEREAS, Flathead Station, a US Post Office, is located on lst Avenue West between 2nd and 3rd
Streets West; and
WHEREAS, there is limited available parking for people doing business at the Post Office, who are
typically parked for short periods of time in the vicinity immediately surrounding the Post
Office and must oftentimes walk through traffic to conduct their business at the Post Office;
and
WHEREAS, currently the southernmost three parking spaces on the southbound side of 1 st Avenue West
between 2nd Street West and 3rd Street West and adjacent to the Post Office are designated
with a 2 hour parking restriction and vehicles parked in those spaces are often left there for
up to two hours by individuals not conducting business at the Post Office; and
WHEREAS, it is therefore in the best interest of public safety and the free flow of vehicular traffic that
vehicular parking be restricted to a maximum of thirty minute parking in the southernmost
three parking spaces on the southbound side of 1 st Avenue West between 2nd Street West
and 3rd Street West.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS:
SECTION I. Section 17-54, paragraph AA of the Kalispell City Code is hereby amended to add a
paragraph 5 to read as follows:
"5. The southernmost three parking spaces on the southbound side of
I st Avenue West between Second Street West and Third Street West."
SECTION II. The Police Chief is directed to have the appropriate signage placed at the above -
described location.
SECTION III.All other portions of Section 17-54, Kalispell City Code, shall remain unchanged.
SECTION IV.This Ordinance shall take effect from and after 30 days of its passage on second
reading by the City Council.
