2. Police Department Confirmation
Cory Clarke has completed his probationary period with the Kalispell Police
Department and council confirmation is requested.

E. REPORTS/RECOMMENDATIONS AND SUBSEQUENT COUNCIL ACTION
Resolution 5405 — Preliminary Plat Extension — Blue Skies Subdivision
This is a request by Peggy Mathiason for a one-year extension of Blue Skies
Subdivision located on the east side of Valley View Drive, south of the intersection of
Valley View Drive and Foys Lake Road.
2. Resolution 5406 — Standards for Design and Construction — 2009 Ubdate
The proposed changes include those mandated by State or Federal law and changes
that allow the city to continue long-term maintenance of infrastructure. A public
hearing on the update was held on November 2.
City Airport Request for Qualifications — Consulting Firm
Two firms answered the city's request for qualifications for an aviation consultant;
Robert Peccia & Associates and Stelling Engineers. The FAA requires that
engineering contracts and planning services be re -bid every five years.

Section 2-20 Manner of Addressing Council
a. Each person not a Council member shall address the Council, at the time designated in the agenda or
as directed by the Council, by stepping to the podium or microphone, giving that person's name and
address in an audible tone of voice for the record, and unless further time is granted by the Council,
shall limit the address to the Council to three minutes.
b. All remarks shall be addressed to the Council as a body and not to any member of the Council or
Staff.
C. No person, other than the Council and the person having the floor, shall be permitted to enter into
any discussion either directly or through a member of the Council, without the permission of the
Presiding Officer.
d. No question shall be asked of individuals except through the Presiding Officer.
