Hansz, P.E., Director of Public Works SUBJECT: Award Bid-2009 Sidewalk and Curbing Contract MEETING DATE: May 18, 2009 BACKGROUND: Three bids were received for the 2009 sidewalk and curbing contract that is used for replacements of sidewalks by residents and businesses participating in the 50/50 sidewalk program. In order to properly analyze the bids, typical project costs were estimated for installation of 250 square feet of residential sidewalk replacement, 250 SF of residential in -fill, and 250 SF of downtown business frontage sidewalk. These are summarized in the attached bid analysis. The analysis shows that for typical residential work done in the City (50/50 program records for the period 2005-2008 show that 92% of work was residential), the bid submitted by Sandon Construction results in the most favorable price for the largest number of Kalispell citizens utilizing this contract for their sidewalk replacement needs. The recommendation is to award the bid to Sandon Construction. ACTION REQUESTED: AT CITY COUNCIL MEETING OF MAY 18", MOTION TO AWARD OF THE 2009 SIDEWALK & CURBING BID TO SANDON CONSTRUCTION OF KALISPELL. FISCAL EFFECTS: Project expenditures will be on a 50/50 basis with property owners and may total $35,000 of City Gas Tax funds for the 2009/2010 fiscal year, with an additional $19,000 carried over from the 2008/2009 fiscal year. The 50/50 cost sharing program was established by the City Council to encourage sidewalk replacement and infill by equally dividing the cost between the City and the property owner. The City has $19,000 remaining in the current budget for 50150 sidewalk work. A $35,000 appropriation is requested for the 2009/2010 fiscal year. Bids for Sidewalk and Curbing Construction for the year ending December 31, 2009 were opened on Thursday, May 7, 2009. Bids were received from Sandon Construction, T&M Contracting, and Knife River. All bids were in order and contained the required Bid Bond. Therefore, the bid analysis is residential oriented. I recommend the bid for Sidewalk and Curbing Construction for the Year ending December 31, 2009 be awarded to Sandon Construction Company Inc.
