I am a retired Federal law enforcement officer. Upon retiring, in 2007, my wife and I relocated to
the Kalispell area to be near her family. After almost 22 years in the Foreign Service and moving
every two years, we are here to stay.
I am interested in a position on the Police Commission. As a retired Special Agent for the
Diplomatic Security Service, I bring considerable experience in management, supervision,
selection, and training to the table.
A Police Department cannot effectively function unless it has the respect of the community it
serves. That respect starts with an effective selection process and ends with a strict and fair
disciplinary system. As a Police Commissioner, I would have the opportunity to ensure that both
are maintained to a high standard.

activities of an 80-officer contingent of Guatemalan National Police officers attached to the Embassy. Managed the Local
Guard, Surveillance Detection, and Residential Security programs. Was acting RSO during key periods such as Y2K and
security planning for the Marine Ball and 41h of July celebrations. Served as the primary liaison between the Embassy,
Government of Guatemala, and U.S. Secret Service for separate visits of the First Lady and the President of the United
States. Responsible for the rendition of several high profile fugitives to the U.S. for trial.

Managed maintenance personnel and ensured all Embassy facilities and residences were properly maintained and
inventories accounted for. Due to the extended absence of the Administrative Officer, was responsible for advising the
Ambassador on all administrative and budgetary issues and assumed the additional responsibilities of managing the Budget

Kalispell Police Commission.
I currently operate my own business, Grant and Associates, Private Investigations and am
retired Chief of Police, City of Oroville, California. My present primary duties are
performing pre -employment background investigations in the State of Montana and
Wyoming for the Office of Personnel Management, Chantilly, Va.
I feel my strongest attributes for the position, in addition to having been a police
administrator, would be having spent the last 10 years of my career working closely with
the Mayor and City Council members on a daily basis. Upon retirement as Police Chief I

Along with holding a degree in Criminal Justice from FVCC, I have developed
partnerships with local law enforcement agencies in the Flathead Valley as well as the
Bozeman area through my work as a theft and fraud investigator for Target. I have also
been involved in the hiring process for dozens of employees over the past six years.
I value and respect members of law enforcement and understand many of the challenges

I have resided in Montana since 1999 and in Kalispell since2001. I currently work
part time at Riddle's Jewelry and have been retired from the Seattle Police Department
since 1996. I retired as a sergeant of patrol after 27 plus years of duty.
During my police career I worked in patrol as an officer, hostage negotiator and patrol
recruit trainer. I taught at the police academy for 3.5 years teaching officers from all
departments in the State of Washington with the exception of the State Patrol. In addition
I supervised one of the department's vice detective units for an additional 3 years.
I feel an appointment to this board would enable me to assist my community and I feel
it's possible my background may be of assistance to the board.
