SUBJECT: National League of Cities - Prescription Discount Card Program
MEETING DATE: March 23, 2009
BACKGROUND: The National League of Cities (NLC), of which Kalispell is a member, has
launched a FREE prescription discount card program for cities to help residents cope with the
high cost of prescription drugs. Residents, to be eligible, are those who are without health
insurance, a traditional pharmacy benefit plan, or have prescriptions not covered by insurance.
The NLC Prescription Discount Card program is administered by CVS Caremark
http://www2.caremark.com/nlc/, an experienced prescription discount card provider who has
administered these type programs since 1992.
There is no cost to the city to sponsor the program other than set up fees by our webmaster to add
a dedicated page and links to the City's website and the staffs time to visit all the CVS Caremark
participating pharmacies (See attached current list) seeking their commitment to participate and
allowing for brochures and flyers at their location. CVS Caremark will produce and provide the
city with personalized (our name and logo) prescription discount ID cards as well as other
template marketing materials (brochures and flyers) and stands to display the cards.
Following the launch of the program, residents will have access to the program which includes:
• Average savings of 20%
• Coverage for all family members
• No limit on how many times the card can be used
• No age or income requirements
• No enrollment or membership fees
RECOMMENDATION: Council adopt the resolution informing the National League of
Cities that the City of Kalispell wishes to participate in the NLC Prescription Discount Card
Program and work with the NLC and CVS Caremark to implement the program to the benefit of
the residents of Kalispell.

A RESOLUTION TO PARTICIPATE IN THE NATIONAL LEAGUE OF CITIES
PRESCRIPTION DISCOUNT CARD PROGRAM.
WHEREAS, many citizens of the City of Kalispell are among the millions of Americans
without health insurance or with limited prescription drug coverage; and
WHEREAS, the National League of Cities (the "NLC") sponsors a program in collaboration
with CVS Caremark to provide relief to city residents around the country from the
high cost of prescription drugs; and
WHEREAS, the NLC Prescription Discount Card Program is available to member cities of
NLC at no cost to those cities; and
WHEREAS, CVS Caremark provides residents of participating cities with prescription discount
cards, marketing materials and customer support; and
WHEREAS, the discount cards offer an average savings of twenty percent (20%) off the retail
price of most prescription drugs, has no enrollment form or membership fee, no
restrictions based on the resident's age or income level, and may be used by City
residents and their families any time their prescriptions are not covered by
insurance.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION I. The City of Kalispell, Montana hereby determines to inform the National
League of Cities of its intent to participate in the NLC Prescription
Discount Card Program and will work with NLC and CVS Caremark to
implement the program to the benefit of the residents of Kalispell.
