SUBJECT: Sewer Operating Fund Budget Amendment
MEETING DATE: March 23, 2009
BACKGROUND: At the present time, sewage from north Kalispell flows to the Grandview sewage lift
station. From there, sewage is pumped through town to the City's wastewater treatment plant. Capacity of
the Grandview lift station, and the older downtown sewer system, is limited and an upgrade is needed to
accommodate the increased flow from these new development projects. A lift station upgrade project is
included in the approved Capital Improvement Plan for the Sewer Operating fund. This project was
originally planned for a future date but not anticipated for several years. The City has approved several
new development projects north of the City center. These projects will greatly increase flows into the lift
station. In view of this, upgrading the lift station was included as a condition of approval by the City and
MDEQ for several of the new developments in order to accommodate their aggressive building schedules.
However, recent disruption of the housing market has resulted in extended delays in the work. In order
to maintain adequate capacity on the Grandview lift station and allow for the continued orderly
development of the north Kalispell area, staff believes it is prudent to move forward the previously
planned future lift station upgrade project to this budget year. The lift station upgrade project along with
the necessary downstream pipeline upgrades have been designed and are under review by MDEQ.
Approval is expected shortly, which will allow construction in early spring when weather and soil
conditions become favorable. The project is estimated to cost $500,000. These funds are available in the
impact fee account. Bidding the project and expenditure of the funds will require an amendment of the
budget.
ACTION REQUESTED: AT CITY COUNCIL MEETING OF MARCH 23rd, MOTION
TO AMEND THE SEWER OPERATING BUDGET BY INCREASING IT $500,000 TO
INCLUDE THE GRANDVIEW LIFT STATION UPGRADE PROJECT.
FISCAL EFFECTS: Expenditure of an estimated $500,000.00 from the sewer collection system impact
fee account to fund the improvement and upgrade of the Grandview Sewage Lift Station.

RESOLUTION NO.5347
A RESOLUTION TO AMEND THE ANNUAL APPROPRIATIONS OF THE CITY OF
KALISPELL, MONTANA, AS SET FORTH IN THE 2008-2009 BUDGET ADOPTED BY
THE CITY COUNCIL.
WHEREAS, on September 22, 2008, the City Council adopted Resolution 5315 adopting the
annual appropriations of the City of Kalispell for fiscal year 2008-2009; and
WHEREAS, in the budget adopted by the City of Kalispell for the 2008-2009 fiscal year, certain
detailed and itemized estimates of expenditures have proven inaccurate in the
operation of said Funds for the 2008-2009 fiscal year; and
WHEREAS, at a public hearing held on March 23, 2009, the City Council did consider all
objections made to said budget amendments.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION I. Amendments to the 2008-2009 fiscal budget as follows:
Amend Sewer Operating Budget $ 500,000
Grandview Lift Station — increase budget to include project bidding and upgrade of the
Grandview Lift Station. Funds are available in the impact fee account.
SECTION II. That on March 23, 2009 at 7:00 P.M., the City Council authorized and
directed the Finance Director to increase the appropriations.
