March 2, 2009 BACKGROUND. The City Council is requested to hold a Public Dearing for comment on the City's proposed amendment to the budget. The proposal would create and designate a special revenue fund to appropriate and operate the Parrs and Recreation department. The budgets for Parrs, the Athletic Complex, Recreation, Youth Camps and the Pool would be moved to the Special Revenue Fund effective April Is'. This budget amendment will allocate three months of costs to the new fund and remove those costs from the General Fund. Recreation Revenue generated after April Is' will go to the new fund. This amendment does not increase the Parrs budget it only moves it from the General Fund. RECOMMENDATION: Call for a public hearing to create the Special Revenue Fund for Parrs and Recreation. Webb Interim City Manager A RESOLUTION OF INTENT TO AMEND THE 2008-2009 BUDGET OF THE CITY OF KALISPELL, MONTANA BY SEGREGATING THE REVENUE AND EXPENDITURES OF THE PARKS AND RECREATION DEPARTMENT, REMOVING CERTAIN BUDGET AUTHORITY FROM THE GENERAL FUND AND I'ESTA.BLISHING BUDGET AUTHORITY IN A PARKS AND RECREATION SPECIAL REVENUE FUND FOR. THE REMAINING THREE MONTHS OF THE FISCAL YEAR, AND CALLING FOR A. PUBLIC HEARING. WHEREAS, the Kalispell City Council adopted the budget for the 2008--2009 fiscal year with certain detailed and itemized estimates of expenditures and revenue of the General Fund; and WHEREAS, it is in accordance with generally accepted accounting principles to separate certain functions from the General Fund and to set such functions aside in a Special Revenue Fund; and WHEREAS, the Kalispell City Council is considering establishing a Parks & Recreation Special Revenue Fund to segregate the revenue and expenditures of the parks department, removing budget authority from. the General Fund and establishing budget authority in the new fund for the remaining three months of the fiscal year; and WHEREAS, such segregation of the Parks and Recreation Department from the General Fund will not increase the tax burden on the City taxpayers but is intended to provide more fiscal certainty for that department. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS: SECTION I. On the day of March, 2009 at 7:00 o'clock P.M., in the Council Chambers, City hall, 201 1 st Avenue East, Kalispell, Montana, the City Council of the City of Kalispell shall hold a Public Hearing on the following amendment to the 2008- 2009 fiscal budget. - Establish Parks & Recreation Special Revenue Fund SECTION II. That the City Clerk shall cause notice of the Public Hearing to be published pursuant to state law.
