Budget Amendment for FY2009
MEETING DATE: June 1, 2009
BACKGROUND: The City's fiscal 2009 budget for the Parking Commission needs
amending. The Parking Commission expenses for snow removal this past winter exceeded
budget by $10,000. Additionally, an overdraft of $2,000 for contract services for legal fees and a
budget shortfall to record depreciation expense of $5,000 require adjustment. A public hearing is
scheduled for this evening.
The Parking Commission is a component unit of the City. They have a separate board appointed
by the City Council and are operated as a separate governmental entity. For reporting purposes,
the City prepares their payroll and pays their claims out of their funds. The Parking Commission
financial statements are included with the City's financial statements as a component unit not
blended with City funds. We include their budget in our budget book and include their budget
and amendments for council approval.
RECOMMENDATION: Approve Resolution 5370 amending the Parking budget.
FISCAL IMPACT: $17,000 for budget amendment; fiscal impact of $12,000.
$5,000 depreciation is a non -cash appropriation to more accurately
reflect actual depreciation expense.

RESOLUTION NO. 5370
A RESOLUTION TO AMEND THE ANNUAL APPROPRIATIONS OF THE CITY OF
KALISPELL, MONTANA, AS SET FORTH IN THE 2008-2009 BUDGET ADOPTED BY
THE CITY COUNCIL ON BEHALF OF THE PARKING COMMISSION.
WHEREAS, on September 15, 2008, the City Council adopted Resolution 5311 adopting the
annual appropriations of the City of Kalispell for fiscal year 2008-2009, and
WHEREAS, at a public hearing held on July 21, 2008, the City Council did consider all objections
made to said budgets, and
WHEREAS, in the budget adopted by the City of Kalispell for the 2008-2009 fiscal year, certain
detailed and itemized estimates of expenditures have proven inaccurate in the
operation of the Parking Commission for the 2008-2009 fiscal year, and
WHEREAS, at a public hearing held on June 1, 2009, the city Council did consider all objections
made to said budget amendment.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION I. Amendments to the 2008-2009 fiscal budget as follows:
5720 Parking Commission
354 Contract services $ 2,000
365 Snow removal $10,000
831 Depreciation expense $ 5,000
SECTION H. That on June 1, 2009 at 7:00 o'clock P.M., the City Council authorized
and directed the Finance Director to increase the appropriations.
