SUBJECT: Award Bid—llth St. East & 6th Ave. East Drainage Improvements
MEETING DATE: July 20, 2009
BACKGROUND: Five bids were received for the 2009 1 I'h St. East & 6`h Ave. East Drainage
Improvement project. The bids ranged from a high of $311,595.30 (Gembala) to the low bid of
$181,548.50 submitted by Schellinger Construction. The project will install manholes, storm drain pipe,
catch basins, curbing and replace asphalt to eliminate intersection flooding on 11`h Street East at the
intersections of 5'h and 6"' Avenues East. The Storm Drainage Fund contains $230,000.00 to perform the
work. There is adequate funding to accomplish the work as scheduled and bid.
All bids were in order and the recommendation is to award the bid to Schellinger Construction
Company, Inc. of Columbia Falls.

AWARD OF THE BID FOR THE 2009111h STREET & 6TH AVENUE EAST DRAINAGE

FISCAL EFFECTS: Total expenditure of $181,548.50, from the 2008/2009 Storm Drainage Fund
budget.

Bid Analysis and Recommendation
Bids for the 11`h St. East and 6th Ave. East Drainage Improvement Project were opened on
Thursday, July 9, 2009. The project tasks include installing storm drain pipe, manholes, catch
basins, concrete curbing, and asphalt surface restoration to eliminate intersection flooding on 11`h
St. East at the intersections of 51h and 61h Avenues East. Bids were received from Schellinger
Construction Co. Inc., Sandry Construction, Neumann Construction, LHC Inc., and Gembala
Excavating. All bids contained the required Bid Bond. The bid analysis is as follows:

A total of $170,000.00 has been appropriated for Southeast Storm Drain Improvements, Phase 1.
A total of $60,000.00 has been apphropriated for Storm Drain Corrections. Combined, a total of
$230,000.00 is available for the l It St. East and 61h Ave. East Drainage Improvement Project.
A Pre -Award meeting was conducted with the low bidder, Schellinger Construction Co. Inc., on
Monday, July 131h to review their bid. Schellinger Construction Co. Inc., has made no errors in
their bid and is anxious to begin the project.
I recommend the bid for the 11`h St. East and 6th Ave. East Drainage Improvement Project be
awarded to Schellinger Construction Co. Inc. in the amount of $181,548.50.
