FROM: SUBJECT: MEETING DATE: BACK GROUND: Mayor Pam Kennedy and Kalispell City Council Michael Baker, Director, Parks & Recreation Parks and Recreation Fees Review January 20, 2009 It has been recommended by the auditors that the City of Kalispell have their fees approved by council action on an annual basis. The fees are determined by staff based on preliminary budgetary preparation. Considerations are given to program elements, participation rates and cost of delivery to the public ("affordability"). A select few programs are offered free to the public and generally have little or no operational costs while other programs strive to meet a 70% recovery rate. In fiscal year 07/08, $458,875 in revenue was generated. We had anticipated $439,500. To date, program revenues collected. are $205,000 with anticipated year end revenue of $476,000. A comprehensive list is attached that show fee comparisons to FY 08. RECOMMENDATION: Approval of recommended program fees for the coming year (FY 08/09). FISCAL EFFECTS: Accumulate recovery costs of 70% to assist in deferring a portion of the taxpayer costs, minimizing general fund subsidy. ALTERNATIVES: None Respectfully submitted, Michae er, irector of Parks Attachments - Kalispell Parks and Recreation Fee Schedule Myrt Webb, Interim City Manager Deport Compiled January 13, 2009 -RESOLUTION NO.5336 A RESOLUTION ESTABLISHING PARK AND RECREATION FEES TO BE CHARGED BY THE CITY OF KALISPELL'S PARRS AND RECREATION DEPARTMENT AND DECLARING AN EFFECTIVE DATE, WHEREAS, the Kalispell City Parks and Recreation department organizes and administers various recreation programs for the citizens of Kalispell, as well as other residents of the Flathead Valley, that provide recreational benefits and opportunities that are in the best interests of the City; and WHEREAS, the Kalispell City Parks and Recreation department charges user fees for the recreational programs to defray a portion of the operational costs of the programs; and WHEREAS, the fee schedule of the Kalispell City Parks and Recreation recreational programs should be reviewed from time to time by the City Council so that the fees may be determined to be appropriate and fairly set for the taxpayers of the City. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF K.ALISPELL AS FOLLOWS: SECTION I. The Kalispell City Parks and Recreation fee schedule, attached hereto and fully incorporated herein as Exhibit "A", shall be and is hereby established as the valid and enforceable fee schedule of the Kalispell City Parks and Recreation Department for those services provided, to become effective immediately and to remain effective until later amended or repealed.
