SUBJECT: Award Bid-26 Cubic Yard Solid Waste Automated Side -loader
MEETING DATE: January 5, 2009
BACKGROUND: Three bids for a new 26 cubic yard side -loader were opened on December 4, 2008.
Bids were received from Kois Brothers, Montana Peterbuilt, and Western Peterbuilt. Certain bid
specification exceptions were taken by the bidders and certain equipment was proposed on an equal -
alternate basis. Additional time was required in order to properly review and analyze all bids so the award
was delayed to January 5, 2009. The bid summary is attached.
Low bid for the equipment was submitted by Montana Peterbuilt. This equipment will be
different than all other equipment in the City's solid waste management fleet. Operating staff raised
several concerns with this equipment which were reviewed and found to be insufficient to justify a bid
award to the second low bidder, Kois Brothers. This information is also attached.
ACTION REQUESTED: AT CITY COUNCIL MEETING OF JANUARY 5T11 , MOTION
TO AWARD OF THE BID FOR A 26 CUBIC YARD SOLID WASTE AUTOMATED
SIDE -LOADER TO MONTANA PETERBUILT.
FISCAL EFFECTS: This project is budgeted at $260,000.00 in the FY 2008/09 Solid Waste Fund
budget. Expenditure for this equipment is $229,387.00, a reduction of $30,613.00.

Re: 26 CY Solid Waste Autorna deloader — Bid Analysis and Recommendation
Bids for 26 CY Solid Waste Automated Sideloader were received from Montana Peterbuilt, Kois
Brothers Equipment, and Western Peterbuilt. All bids were in order and contained the required
Bid Bond. The bid results are as follows:

MONTANA PETERBUILT $229,387.00
KOIS BROTHERS $230,650.00
WESTERN PETERBUILT $245,944.00
A total of $260,000.00 is budgeted in the 2008/2009 FY Solid Waste Budget for this piece of
equipment.
I have thoroughly reviewed all of the bids. The low bidder, Montana Peterbuilt, has satisfactorily
met all of the specifications and requirements called for in the Bidding Documents.
I recommend the bid for the 26 CY Solid Waste Automated Sideloader be awarded to Montana
Peterbuilt in the amount of $229,387.00.

My first order of business was to provide the Solid Waste Foreman, Jack Fournier, all of the bid
results and Minimum Specification Checklists for his review and comment. The unit consists of
two individual components, the cab and chassis, and the packer unit that is attached to the
chassis. The low bidder, Montana Peterbuilt, bid a Peterbuilt cab and chassis and Wayne Packer
combination.
Jack provided a long list of potentially problematic issues and concerns for the Peterbuilt Cab /
Wayne Packer combination of the low bidder. I have combined Jack's comments to the
following primary categories:
GVW ISSUES
Comment: Wayne Packer capacity will exceed GVW limits.
Reply: All vehicles designed for hauling can be loaded heavy. Maintaining proper GVW
parameters is the responsibility of the operator.
SAFETY ISSUES
Comments: Overall length of unit will diminish adequate turning radius, height and width
dimensions are safety issues.
Reply: City solid waste operators recently operated a demonstration unit in City alleys and did
not experience any problem navigating the vehicle. Height and width dimensions meet bid
specifications. The unit was user friendly.
WARRANTY AND REPAIR ISSUES
Comments: Repairs and Warranty work to the Wayne Packer will be made out of state, no local
support, lengthily down time.
Reply: Warranty work will be performed at the City Shop facility or at the Montana Peterbuilt
Service facility in Columbia Falls by Solid Waste Systems refuse body technicians.
Other issues concerning hydraulics, hydraulic filters, riveted cab construction, etc. were
determined to be non issues by Central Garage Foreman John Lyons. Additionally, the
Peterbuilt/Wayne combination has non freeze hydraulics, self diagnostic capabilities, and
operates at idle affording the City a reduction in fuel costs.
