2. Police Officer Confirmation
Jason Parce has successfully completed his one year probationary period with the
Kalispell Police Department and Council confirmation is requested.

E. REPORTS/RECOMMENDATIONS AND SUBSEQUENT COUNCIL ACTION
1. Conditional Use Permit— Kisa Davison
This is a request from Kisa Davison for a conditional use permit to operate a yoga
studio within an existing building located at 419 First Avenue East.
2. Presentation — Annexation and Zonine with PUD Placeholder — Siderius Famil
Limited Partnership
Planning staff will present, and Council will discuss, a request for annexation and
zoning with aPUD placeholder on approximately 207 acres located on the west side
of Highway 93 South.
3. Resolution 5335 — Annexation — Siderius Familv Limited Partnership
The property proposed for annexation is located on the west side of Highway 93
South with Cemetery Road on the north end and Ashley Meadows Road on the south
end.
4. Ordinance 1654 — Zoning with PUD Placeholder — Siderius Familv Limited
Partnership — 1st Reading
The owners have requested a B-2 (General Business) zoning district on the east half
of the property, and a RA-1 (Low Density Residential Apartment) zoning district on
the west half. A Planned Unit Development placeholder zoning district is also
requested over the entire 207 acre site.
5. Latecomers Agreement— Silverbrook Estates
The utility extensions for Silverbrook Subdivision are now complete and the
developer is requesting a Latecomers Agreement to receive reimbursement for
municipal water and sewer connections.
6. Contract Amendment — Wastewater Treatment Plant
This is a request for a contract amendment with Morrison—Maierle to support
engineering requirements for infrastructure projects associated with Federal Stimulus
projects.

Section 2-20 Manner of Addressing Council
a. Each person not a Council member shall address the Council, at the time designated in the
agenda or as directed by the Council, by stepping to the podium or microphone, giving that
person's name and address in an audible tone of voice for the record, and unless further time is
granted by the Council, shall limit the address to the Council to three minutes.
b. All remarks shall be addressed to the Council as a body and not to any member of the Council or
Staff.
C. No person, other than the Council and the person having the floor, shall be permitted to enter into
any discussion either directly or through a member of the Council, without the permission of the
Presiding Officer.
d. No question shall be asked of individuals except through the Presiding Officer.
