BACKGROUND: The transportation impact fees were adopted on March 9, 2009 per
Resolution 5346. These fees are assessed to development projects based on a formula established
by the ITE manual's Trip Generation Model. Recognizing that every project may not fit perfectly
into a model, council incorporated several alternative options into its legislation authorizing the
transportation impact fees. The first option provides developers the ability to submit original data
or documentation on their projects' projected impact to traffic generation. A traffic study is the
most common form of data, but can be expensive for small project developers. Therefore, staff
developed alternative data options that would provide first-hand data for a specific project. A
second option is a waiver request process which allows the council to waive the transportation
impact fees for a project and to cover the impact cost with an alternate funding source. Finally,
reconsideration can be requested wherein the council can look at extenuating circumstances to
determine if reconsideration is justified. Reconsideration is what is before you tonight.
The owners of PB&J are planning to relocate their business to a less expensive location by
moving a block north of First Avenue East. After being told the transportation impact fees would
cost them approximately $1,800.00, they have requested council reconsideration. Staff worked
with the PB&J owners using alternative data for analysis. This data indicates there should be no
transportation fees assessed, and the sanitary sewer impact fees should be $199.92.
RECOMMENDATION: The city council approve the staff findings of no transportation
impact fees and a sanitary sewer impact fee of $199.92.
ALTERNATIVES: As suggested by Council.

TRANSPORTATION IMPACT FEES I met with Nancy Johnson, the owner of the PB & J Christian
Bookstore, early last week. We discussed the existing transportation impact on the current
location. I asked Ms. Johnson to keep a tally of the number of customers and to ask customers
how they arrived at the store (walk, bike, drive) and what brought them to downtown
Kalispell for that particular trip. This provided a four -day sample of the traffic generated by
the store.
The number of trips counted by the store and the number of trips generated by the Institute
of Transportation Engineers (ITE) Trip Generation Manual fit very closely; the ITE Manual
specifies 35.9 average trips per day and the store counted 31.8 average trips per day during
the sample period.
The ITE Manual uses a pass -by trip factor of 0.82, i.e., 82% of all trips generated by the store
result from customers making this their primary destination. In the case of the PB & J
Christian Bookstore, the pass -by trip factor appears to be closer to 0.31 or 31%. This derives
from the same four -day sample, which indicated only 40 of 127 trips were made with this
location as the primary destination.
The City of Kalispell uses the adjusted average daily trips (AVT) in determining the
transportation impact fee. The AVT is calculated by multiplying the average daily trips by the
pass -by factor, or 31.8 times 31%. The AVT of the current bookstore location would then be
9.9 vehicles per day. This is lower than the historical AVT generated at the proposed location
(35 First Avenue East). The historical AVT at the proposed location is 18.6 AVT. No additional
transportation impact fees will be charged to the PB & J Christian Bookstore at the proposed
location.
SANITARY SEWER IMPACT FEES During the meeting with the owner of the PB & J Christian
Bookstore, we discussed the current impact to the sanitary sewer system. The bookstore has
a sandwich and coffee shop component, which contributes flows to the sanitary sewer system.
The current and proposed impact to the system is approximately 0.23 equivalent residential
units (ERU) and the historical impact at the proposed location is 0.15 ERU. The net increase in
sanitary sewer impact is 0.08 ERU, or $199.92. This is the only impact fee to be charged at
the time the PB & J Christian Bookstore occupies the building at 35 First Avenue East.
