SUBJECT: City Special Assessments

BACKGROUND: The special assessment resolutions are adopted annually to provide a
levy to fund the costs of the city special programs finance by an
assessment levy. The resolutions include the assessments for
Lighting, Solid Waste, Urban Forestry, Special Street Maintenance
and Storm Sewer. There are two rate changes proposed. The first is
the Urban Forestry District which requests to increase the levy from
.00135 to .00171 sq. ft. This equates to an increase to $2.52 a year
on a 7,000 sq. ft. lot; $3.60 on a 10,000 sq ft. lot. The increase is
needed to primarily to address the Dutch Elm disease. The Forestry
assessment has not been increases since it was established.
The second change is an increase of $3.00 annually for the
residential Solid Waste collection for operational costs. All other
rates and classifications remain the same.
RECOMMENDATION: Adoption of each resolution setting the assessments for Lighting,
Solid Waste, Urban Forestry, Special Street Maintenance and Storm
Sewer.
FISCAL EFFECTS: Each resolution indicates the anticipated revenue to be generated by
the assessment.

A RESOLUTION LEVYING AN ASSESSMENT FOR THE COST OF URBAN
FORESTRY MAINTENANCE IN THE CITY FOR THE FISCAL YEAR 2009-2010.
WHEREAS, the assessment cost of the Urban Forestry District for the fiscal year 2009-2010 is
estimated to be $200,000.00, and
WHEREAS, at a public hearing held on the 20th day of July, 2009, the City Council did
consider all objections made to said estimate and to the basis of levy and
assessment for payment for said cost.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL, MONTANA:
SECTION I. That a tax levied for the assessment cost, or $200,000.00, be in the
amounts set opposite the description of each lot or parcel of land, as
shown by the special assessment lists on file in the office of the City
Finance Director.
SECTION H. The amount of said tax shall be levied proportionately on a square foot
basis in the amount of $.00171 per lot or parcel of land within the district
except public streets or rights of way. Tax levy amount shall be capped at
$150.00 per residential parcel and $300 per commercial parcel.
