SUBJECT: Proposed Volkswagen Dealership Near Lower Valley Road
The proposed Volkswagen (VW) dealership is being developed as part of a PUD in the City. As
such, some requirements for design and construction pertain to the VW site alone and some
requirements deal with the PUD as a whole.
As with any new development, submission of a design report, plans and specifications are
required including: water modeling, sanitary sewer sizing, lift station design (if necessary for the
development), storm design, and street design. Water and sanitary improvements are required to
be extended to the far property line of the development to allow for future connection.
The street design needs to include the necessary improvements to Lower Valley Road. In order
to determine the street improvements necessary to Lower Valley Road, a Traffic Analysis is
required for the PUD as a whole. Necessary improvements for the roadway are required to be
constructed to the end of the VW development. Extension of the street improvements will be
required as development continues within the PUD.
If a regional storm detention area will be used as part of this development, design for on -site
storm water treatment and conveyance design for offsite detention will be required. As the VW
development would be the first to take advantage of the regional storm water detention area,
design of the detention area would also be required.
Analysis and approval of all infrastructure (water, sewer, storm, street, etc.) will be required
prior to any construction. Installation and acceptance of all underground utilities will be required
prior to building construction. Construction modifications of Lower Valley Road to the east end
of the development will be required prior to occupancy.
As APEC and VW are trying to fast track this process, they should also be aware of the provision
requiring concurrent DEQ review for water and sewer. Please contact me with any further
