WATER DISTRIBUTION SYSTEM ANALYSIS
1.4 Introduction
The purpose of this report is to analyze the City of Kalispell's water distribution
system and its ability to meet future domestic and fire flow demands in the
proposed Starling development.
The Aspen Group, doing business as Stillwater Meadows, LLC is proposing to
develop approximately 640 acres in Section 35. Specifically, the project is
bounded by West Reserve Drive to the north, Four Mile Road to the south,
Spring Creek Road to the west, and Stillwater Road to the east. A vicinity map is
shown in Figure VM-1 and a water main layout is shown in Figure 1-1.
The overall development plan will consist of up to approximately 3,000 dwelling
units constructed in a minimum of 14 phases. The land uses offered will vary
from single family homes, multi -family paired homes, condominiums, townhomes,
mixed use commercial including professional office and a parcel identified for a
new elementary or junior high school. The number and types of housing units
constructed will be determined by market conditions at the time each phase
develops.
2.0 Existing Conditions
Water for domestic use and fire protection will be provided by an extension of the
City of Kalispell's water distribution system. Starling will connect to an existing
14-inch main that is located at the corner of Stillwater Road and W. Reserve
Drive. There is also a proposed development south of Starling in Section 2
called Fox Trotter. The Developer of Fox Trotter are proposing to extend the City
of Kalispell's water main to serve their project. As Starling develops into future
phases, they will have the option to eventually connect to that proposed 14-inch
main.

3.0 Estimated Domestic and Fire Flow Demands
For planning purposes, water demands from the proposed development were
based on the following assumptions:
• Residential Demand = 145 gpd/capita
• Maximum Day to Average Day Peaking Factor = 2.7
• Peak Hourly to Average Day Peaking Factor = 4.0
• Population density = 2.41 residents per unit
These figures are taken from the Kalispell Water, Sewer and Storm Drainage
Facility Plan, 2000. Starling will have up to 3000 units and that is the value used
for the water demand calculations:
• 350 gpd/unit
• Average Daily Flow = 730 gpm
• Maximum Daily Flow = 2,000 gpm
• Peak Hourly Flow = 2,900 gpm
Fire flows for the subdivision are estimated with the City of Kalispell Water,
Sewer, and Storm Drainage Facility Plan. Table 3-9 of the Facility Plan estimates
residential corridors at 1,000-gpm. The mixed use and school site will require
fire flows up to 3,000 gpm. Fire sprinkling may be necessary at these sites to
accommodate the available fire flow. This flow is also required by the
International Fire Code Appendix B.
4.0 Preliminary Water System Model
Once the proposed water system demands were established, the demands were
imported into the City of Kalispell Water Model provided by the City. This model
will be the basis for determining the adequacy of the existing system to serve
Starling as well as any water system improvements that may be required. See
Figure 1-4 and Figure 1-5 for proposed water main pipe sizes.

Eight different scenarios were modeled. All scenarios assumed the new upper
zone reservoir had been constructed. This reservoir has a proposed construction
date of summer 2007. The water modeling scenarios reviewed the impact of
connecting and not connecting to the proposed 14-inch water main that is being
extended north along Stillwater Road as part of the Fox Trotter Development.
The various modeling scenarios include:
• Average Daily Demand (without connection to the Fox Trotter extension)
• Maximum Daily Demand (without connection to the Fox Trotter extension)
• Peak Hourly Demand (without connection to the Fox Trotter extension)
• Maximum Daily Demand and Fire Flows (without connection to the Fox
Trotter extension)
• Average Daily Demand (with connection to the Fox Trotter extension)
• Maximum Daily Demand (with connection to the Fox Trotter extension)
• Peak Hourly Demand (with connection to the Fox Trotter extension)
• Maximum Daily Demand and Fire Flows (with connection to the Fox
Trotter extension)
The maximum daily fire flows without connection to the Fox Trotter extension
ranged from 1,350 gpm to 1,700 gpm. The maximum daily fire flows assuming a
connection to the Fox Trotter extension ranged from 1,600 gpm to 2,300 gpm.
The minimum pressure allowed for pipe main sizing is 35-psi during normal uses
and no less then 20-psi residual pressure during fire hydrant full flow condition at
any supply node. See Figure 1-2 and Figure 1-3 for a layout of the model that
was run.
5.0 Modeling Results
All of these main sizes will supply the maximum daily fire flow while maintaining a
minimum residual pressure of 20-psi at all points in the system. The model
results can be found in the appendix of this report.
