Kukulski, City Manager SUBJECT: Monthly Activity Report for December 00 FROM: James Hansz, Public Works Dire for DATE: January 4, 2001 Highlights of monthly activity for the operating divisions of the Public Works Department for the month of December 2000 are as follows: ENGINEERING DIVISION Conducted a second Facility Plan 2000 workshop with HDR, MMI, and Public Works staff. Met with representatives of KRMC and their engineer to discuss proposed improvements of Sunnyview. Met with representatives of Waterford Development to review their development plans. Met with HDR and Land & Water Consulting to discuss a Federally mandated and funded source water protection project for the Flathead Valley around Kalispell. Met with engineer for Crossewell, DNRC, and Hamstead Partners to discuss mutual utility interests in north Kalispell area. Awarded bids for a new backhoe and asphalt patch equipment. Continued preparation of specifications for large water meter change -out program to increase accuracy and revenues for the Water Division. Began preparations for summer 2001 sidewalk replacement project. Received and began review of draft project report and traffic impact analysis for proposed downtown streetscape project. Plotted two ortho/utility worksheets for Kalispell Regional Hospital. Continued drawing this past year's utility updates in AutoCAD. Miscellaneous R/W easement questions. Completed fuel tax map for the State. 1.6 miles of new roadways were constructed in 2000. Plotted updated City Limit Maps for the Water Division, Fire Department, Police Department, Public Works Engineering, City Council Chambers and the Conference Room. Set up mapping system to be accessed on Engineering Network. Setup network database for subdivision plats and printed new reference book. Designed and assembled street map books with indexes for the Street Division. Continued updating City Special Assessments. Organized files and availability of files on Engineering network. OFFICE AND STAFF There were 13 emergency call -outs for the month of December: • Water Division - 3 • Sewer Division - 1 • TSS Division - 3 ■ Street Division - 6 ■ WWTP - ■ Total - 13 CENTRAL GARAGE 82 repair orders were completed during the month of December: ■ Police - 20 • Streets - 26 • Fire - 7 ■ Garbage - 12 • Others — 17 • Total - 82 0 Continued regular maintenance of City vehicles and machinery. 0 Responded to numerous road calls. 0 Replaced solenoid and plow light on the Street Division's Tandem. 0 Replaced hydraulic hoses and heater switch in the garbage truck. 0 Replaced pump on the ice melt truck. 0 Replaced hydraulic cylinder on the Elgin Sweeper. 0 Made repairs to the Parks Department tractor due to water damage. 0 Repaired rear leaf spring, replaced front leaf spring, and rebuilt PTO drive shaft on the garbage truck. 0 Replaced heater motor on the Street Division's tandem. 0 Repaired heater on the boom truck and on the chipper truck. SANITARY/STORM SEWER DIVISON 0 Continued video and jet cleaning of sewer lines Monday through Thursday. 0 Performed weekly maintenance of sixteen lift stations each Friday. SOLID WASTE DIVISION 0 Delivered 10 containers to new customers: 7-100 gallon , 0 -400 gallon, 3 -300 gallon. 0 Repaired 6 containers and responded to 8 violations. 0 Continued weekly garbage service. 0 Continued weekly alley cleanup, Street Division assisting. STREET DIVISION 0 General plowing -maintenance of City Streets. 0 Alley grading ongoing. 0 Continued leaf pick up. 0 Distributed deicer as winter conditions dictated. 0 Assisted the Water Division with water repairs. 0 Utility cut for the Sewer Division at Center and I" Avenue West. WATER DIVISION WATER PRODUCTION & STORAGE: 0 Produced 64 M gallons of water: 13 M gallons upper zone and 51 M gallons lower zone. 0 Injected 117 gallons of sodium hypochlorite, 12% solution to maintain an average chlorine residual of 0.29 PPM throughout the system. 0 Continued routine maintenance on all pumps, motors, chlorination equipment, grounds, buildings, controls, testing, and record keeping. 0 Worked on Buffalo Hill generator governor and over speed system. 0 Snow removal. 0 Met with and discussed telemetry problems with Scott Jaqueth, Troy Pelsey, of Casne Engineering and Industrial Automation on telemetry controls for CL2 monitoring at Noffsinger Spring. 0 Met with Jim Young at the hospital about generator acquisition. 0 Repaired leaks on CL2 line at Depot Well. 0 Continued running Noffsinger Springs into river and monitored bacteria. 0 Received bids for generator load testing. 0 Received bids for telemetry work. WATER CONSTRUCTION AND SYSTEM REPAIR: 0 Tagged 70 delinquent accounts on the West Side of Kalispell. 0 Completed 52 work orders during the month December. 0 Hauled crush to yard stockpile. 0 Did a 14 x 3/4 water tap at Center Street. 0 Assisted the Street Division with snow removal. 0 Turned on the new 6" water main at the Pepsi Plant on Kelly Road and took samples. 0 12 x 12 water tap and valve work at Sunnyview — Nupac. 0 Repaired a service line at 504 5`h Avenue East. 0 Assisted Joyce with meter reading. 0 Put plywood up on the west wall in the warehouse. 0 Repaired a main break at 10`h Avenue West and 7th Street West. TRAFFIC SIGNS & SIGNALS DIVISON 0 Continued regular maintenance of signals, signs, luminaires, barricades, sight obstructions, and Airport lighting. 0 Installed reflectors near the W WTP road. 0 Replaced missing pedestrian push buttons at Idaho and 4"' Avenue EN. Notified MDT of possible flaw in design. 0 Replaced several more pedestrian crossing signs on Woodland Avenue, West Center by 4d' Street and at the Jr. High School. 90% complete with replacements. 0 Barricaded and signed for the sewer dig at Center and I" Avenue West. 0 Designed program for the light loops at Nucleus and Hwy 2. 0 Checked sight obstruction at Woodland and 7"' Street East. Does not seem to be a problem. 0 Checked photocells and A.C. contactors on luminaries, alley lights, and decorative lights. 0 Made repairs to numerous signs that were damaged due to vehicles running into them. 0 Provided 21 hours of support to MDOT for sign and signal repairs in NW Montana at the following locations: Main/l1"' Street, Hwy 35/Hwy 2 East, Idaho/4d' Avenue EN, Main/61h Street and Hwy 2 East in Columbia Falls, Walmart/Hwy 2 East, Hwy 93 N/N Reserve Dr., 3`d Avenue EN/O Avenue EN, Hwy 93 N/13`h Street, and Spokane/2 d Street in Whitefish.
