ATTENDING:
Mark Crowley, Construction Manager Dave Dedman, Fire Chief
Chad Fincher, Parks Superintendent Tom Jentz, Planning & Building Director
Wade Rademacher, Police Lieutenant Rebekah Wargo, Asst. Civil Engineer
P.J. Sorensen, Chairman Kathy Kuhlin, Recording Secretary
HEAR THE PUBLIC: None.
PERFORMANCE BOND REMINDERS: None.
OLD BUSINESS: Coffee Shop — 305 2nd Ave W; convert dry cleaning business to restaurant.
Crowley sent her an e-mail regarding her inquiry about more specifics on the roof drains. He has not
heard back from her yet. There have been some discussions about putting a pitched roof on this
structure, but nothing has been submitted regarding the roof yet.
Glacier Eye Clinic — Reserve Loop; new medical office. Public Works is still reviewing all the plans
regarding water, sewer, and storm. Fincher is still working with them on the landscaping. Fire is
good with this project.
NEW BUSINESS: Central Bible Church — 902 —1st Avenue East — new detached garage going in
next to a shed. This will be a 24' x 24' structure. There is existing paving going up to it. There may
be some police and fire impact fees for the building. This will be on the agenda next week.
Total Serenity — 454 North Main — convert residential house to office. They will be doing some
plumbing work on the inside, installing a handicapped ramp (they will need to get a building permit
for this), and then put parking in the back. The parking pad will be perpendicular off the alley, about
a 40-45' by 30' deep pad. They have a sensory deprivation tank that a person would go in to for
mental and physical wellbeing. An existing garage will be taken down, along with one of the trees.
The sidewalk and curb will need to be replaced, along with putting in a little 5' landscape buffer. This
project is approved through Site Review.
PLANNING OFFICE ITEMS: VW Dealership — Highway 93 and Lower Valley Road. The
Planning Board tabled this item until March 26thregarding the latecomers agreement regarding the
sewer and water issue, as Paul Wachholz and his attorney brought in a great deal of paperwork that
the board wished to look over. The issue is how the sewer system is going to work if, at what point
these lots hook up to Wachholz's line, if they do, and how is the rest of the property going to be
served. Also, to determine if it is timely to talk about this. Public Works will look at any alternative
hookup method and determine if it is a suitable design for the long term development of the City.
Cliff View Subdivision — This is a three -lot subdivision at the end of Mile High Court. This is where
several years ago the Abbey Shelter came in and purchased this property, did a subdivision, with one
large lot at the end of Mile High Court. They subsequently sold off most of the lots in this
subdivision. A developer wants to break this into three residential lots. Lot Four has the building on
it that the Abbey Shelter is still occupying. Smaller houses will be built, similar to the other
neighboring lots. They will be meeting with Susie Turner next week. They would like to have the
storm drainage easement off this property.
OTHER REPORTS: Parkside Credit Union —parking lot work. Freyholtz from MDOT is okay
with their plan. They are installing flexible delineator posts at each side of the access aisle and also
putting in a bike rack at the southwest corner of the lot near the intersection. Jentz suggested they
place the bike rack in a more appropriate place. This is passed through Site Review.
Cabela's —They have not decided if they will break ground this spring or wait until next fall.
The meeting was adjourned at 10:18 a.m.
