ISTEA: Preliminary design of Woodland Park DREAM Phase III completed. Design for Phase II North Main/Lawrence Park approved by MDT, Bridge Design underway (relocated site for river crossing). Construction plans & specifications 100% complete for Meridian Road Walkway; submitted plans to MDT. Work on right-of-way easements continue. Youth Athletic Complex: Paving complete, backstops and fencing started, grass is growing - total project � 90 percent complete. Boharski City Council Members November 30, 1998 Page 2 W Parks Department - Ken Bauska, Foreman: Maintenance Tasks: • irrigation repair & maintenance (various) and shutdown; mow park sites to get ready for winter; spray & weedwhip various sight obstructions, KYAC, easements & vacant spaces; mount plaque for Pieter Drent Memorial; remove tennis nets & windscreens; dirt & seed paths to pods at KYAC; remove old playground unit at Woodland Park, and landscape the area; replant roses at Depot Park; paint and restring flag pole for VFW - Depot Park; paint rest room floor at Woodland Park Shop; move Daley rest room to KYAC for pump house; daily rest room cleaning and garbage removal. Seasonal Maintenance: • top dress Laker, Archie Roe, Thompson & Woodland fields; • fertilize KYAC; • water trees on Highway 93 North; • rake leaves at all City Parks; • herbicide various ballfields & easements; • inspect all City Playground Units and spread woodchips on surface; • turn under flower gardens with compost (Woodland, Lawrence, Depot Park & City Hall); • clean Park shop & put away Summer tools; • shut down all irrigation systems & winterize; • remove ball field home run fences; • remove all soccer goals, bleaches, benches & trash cans for winter storage; • aerate & resurface infields at Archie Roe, Woodland Park & Thompson; • close all rest rooms for winter. I - Urban Forestry - Michael Baker, Urban Forester: • prune low branches; pickup blow down material; • measure downtown tree grate & order one from Currier; • check tree wells for repair and trim water stems; • prune various tree sites; PUBLIC WORKS DEPARTMENT ACTIVITY REPORT November 1998 Z7 ENGINEERING DIVISION • Completed preliminary design on 2nd Street West Storm Project. • Conducted final inspection on chip seal project with A-1 Paving. • Participated in Site Development Review. • Continued support of the Kalispell Chamber of Commerce Transportation TAC. • Completed agreement with Land & Water Consulting for Noffsinger Spring Evaluation • Conducted Noffsinger project kick-off meeting with consultant and staff. • Designed plumbing modifications and water line for Lawrence Spring Bypass pumping. • Met with FEMA officials from Denver office to review Hampton Inn drainage culvert issue. • Collected and sent concrete core samples from 1" Alley East project to CTL labs in Chicago for analysis of strength and durability. • Conducted one-year inspections of the West Wyoming Street Water Main Project and the Sixth Alley WN Sewer Project. • Completed and submitted the annual Fuel Tax Certification Report required for revenue allocation. • Processed two requests from CenturyTel to construct telephone lines in the City right-of-way. • Processed requests for address as required. • PTI Communications and Pacific Power/Flathead Electric have removed all overhead lines from First Alley East. CenturyTel continued their splicing operations. All of the businesses adjacent to the First Alley East Project have been converted to underground power. • The mild weather has permitted the construction of sidewalk and electrical conduit (off -site) improvements at the KDC site. • Completed field work for the 5d' Avenue WN Water Main Replacement Project. • Began preliminary design for 5`" Avenue WN water main. • Prepared legal description for the abandonment of Lion Park Road. • Continued to work with Pack and Company to resolve outstanding issues on the First Alley East Project. • Conducted field work for various manhole replacement projects. • Continued computer hardware checks for the Year 2000. • Prepared analysis of storm drainage assessment regarding the Peter's property. • Setup additional computer on the Public Works network at the Surveyor's Aide station. This will enable the administration of the Public Works network from this workstation. • Continued Special Tax Assessment work. • A surveyor's aide was hired for a temporary part-time position to help with organizing as -built and record drawings. • Resumed cross referencing of as-built/record drawings through computer records. • Completed record drawing of the North Airport Water line. E'l ENGINEERING DIVISION continued... • Completed 1998 LUCA (Census Bureau) address updates covering 18 of the 45 City annexations from 1990 through 1997. Also conducted spot checks of previous records with emphasis on multiple unit dwellings. 1999 LUCA updates covering the remaining 27 and subsequent annexations will commence soon after the new year. • Began working on a Certificate of Survey and Corner Recordation (to be filed with the County) for monuments set during the past field season. Z7 OFFICE AND STAFF 0 There were 7 emergency call -outs for the month of November: ❖ Water Division - 1 ❖ Sewer Division - 2 ❖ TSS Division - 2 ❖ Street Division - 1 ❖ WWTP - 1 ❖ Total - 7 � CENTRAL GARAGE • 87 repair orders were completed during the month of November: ❖ Police - 21 ❖ Streets - 27 ❖ Fire - 8 ❖ Garbage- 7 ❖ Others - 24 ❖ Total - 87 • Ongoing maintenance of City vehicles and machinery. • Hooked up new snow blower to John Deere loader. • Continue mounting snow tires on City vehicles. Z7 SANITARY/STORM SEWER DIVISION • Continued video and jet cleaning of sewer lines Monday through Thursday. • Performed weekly maintenance of fifteen lift stations each Friday. • Repaired 10' of sewer main and installed new service tap at 5"' Alley East and 3'd Street East. • Removed sewer main blockage at 56' Alley EN and Washington Street. • Cleaned leaves from storm grate inlets through out the City. Z7 SOLID WASTE DIVISION • Delivered 13 containers to new customers. • Repaired 4 containers and responded to 2 violations. • Continued weekly garbage service. • Continued weekly alley cleanup. • Jerry Thew was hired as the new Solid Waste Operator starting November 23`d. Z7 STREET DIVISION • Continued alley grading and street sweeping. • Leaf pickup continued. • Prepped sand trucks and snow equipment for winter. • Assisted Solid Waste and Water Divisions. • Repaired utility cuts at: • Two -Mile Drive • 8"' Avenue and Montana Street WN Z7 WATER DIVISION WATER PUMPING & STORAGE: • Produced 59 M gallons of water: 14 M gallons upper zone and 45 M gallons lower zone. • Continued routine maintenance on all pumps, motors, grounds, buildings, controls, testing and record keeping. • Injected 155 gallons of sodium hypochlorite (12% chlorine) to maintain residual of 0.25 ppm. • Modified the interior piping at Lawrence Park Pump Station so the bypass pumping and test pumping can be done. • Diagnosed problem with the chlorine injection systems that caused pumps to loose prime. Rebuilt one chlorine metering pump. • Setup piping and controls to start injecting chlorine at the Grandview Well. • Flow tested hydrants. • Assisted Roger Noble of Land & Water with field work and research of City records for spring construction and modification. • Ordered the backflow preventors for all pump stations and irrigation systems. • Installed screens on all air release and pressure lines for each pumphouse. • Installed sampling tap at Armory Well. WATER CONSTRUCTIONAND SYSTEM REPAIR: • Tagged 37 delinquent accounts. • Removed 2 Ludlow fire hydrants from 620 5' Avenue East and at 2"d Avenue WN and Montana Street. • Replaced fire hydrant at 7"' Street West and 10' Avenue West. • Delivered 23 water meters. • Completed 85 work orders during the month of November. • Assisted Street Division with leaf disposal. • Located valve boxes at 3' Avenue East and 18`h Street. • Removed fire hydrant at 529 6" Avenue East. • Replaced curb stop and box and rod at 642 6"' Avenue West and 195 2"d Avenue WN. • Assisted Parks Department with moving old building to new ball fields. • Replaced/repaired water service at 408 Ashley Court • Located leak at Ashley Court. • Made list of water services on Hwy 93 South for consultant. 3 Z7 TRAFFIC SIGNS & SIGNALS DIVISION • Regular maintenance of signals, signs, luminaires, barricades, sight obstructions, and Airport lighting. • Installed curb stops at crosswalks on West Center Street to detour vehicles from using it as a driveway. • Signed City streets for leaf removal. • Installed delineators at Two -Mile Drive and Greenbriar. • Attended pre -construction meeting on the signals at I't Avenue East and 3rd Street East. (Opticom/Hardwire) • Barricaded and signed for the Christmas Parade held on Friday, November 27d'.
