7. Central School Parking LotDATE: October 1, 1998 TO: Glen Neier, Interim City Manager FROM: Susan Moyer, Community Development SUBJECT: Central School Parking Lot We need to bring before the council the parking lot needs at Central School. Prior to Ross Plambeck's leaving, he had requested Bruce Lutz of Sitescape Associates to complete a grading and layout plan for the North parking lot. The walkway between Central School and the parking lot was not addressed nor were any landscaping issues. Thus, I have contacted Bruce Lutz for a proposal to address these two issues as well as the complete actual layout of the parking area. It has always been the intent with the project to reconstruct the parking lot after the actual renovation of the school was completed. The adopted budget identifies the improvements to this parking lot on page 96. There is approximately $60,000 remaining in the funds allocated to the restoration project which could be applied toward the cost. Due to limited staff time, it is my recommendation that we also use Mr. Lutz's services to accomplish the bid coordination and oversee construction. As you know, we completed a grading and layout plan for the North parking lot at the request of the City in July. We understand that you would like to add a landscaping component to the project. We also understand that you would like to bid the project to interested contractors. The following proposal is based providing with a complete and comprehensive bid document and to coordinate bidding and site construction observation for the project. Our fees will be ao follows: Proposed Fees: 1) Base plan preparation: Additional field measurements to determine as -built conditions to include location and grades of walkways on North side of Central School (not completed during July effort). Fee: $150 2) Landscape Design of proposed improvements: This will include a dimensioned layout plan, planting plan with plant lists and landscape details. Fee: $600 klember of the American Society of IaridScape Architecture, 3) Construction Specifications and Bidding Documents: This will include a Set of construction specifications to cover project construction elements and boiler plate for bidding, wage rates etc.. Fee: $300 4) Bid Coordination: This will include distribution of plans, the fielding of bid queotions and bid scheduling. Plan and specification plotting and set reproduction will be reimbursable. Fee: �250 5) Construction Observation: This will include periodic observation of construction to ensure that the contractor is performing work according to the plans and Specifications. 0 Visits Fee: �450 (estimated) Total Design Fee: $1750 Agreement We are prepared to begin this project at your convenience.
