As you are aware, the Kalispell Bypass is a limited access control facility. Since a portion of the project is located within the Kalispell city limits, an access control resolution cannot be completed by MDT until written approval for the limited access control is obtained by the City of Kalispell. Enclosed is a description of the limited access control plan with attached blueprints showing limits of access control. A signature letter is attached. Neil Consultants, Inc. of Great Falls, Montana is under contract with the Montana Department of Transportation for the development and design of the bypass. The bypass alignment will begin approximately 1500 feet north of Snowline Lane on US Hwy 93, running westerly until crossing the existing BNRR spur where the bypass continues northerly following the BNRR, crossing Airport Road, Sunnyside Drive and Foys Lake Road. North of Foys Lake Road, the alignment shifts to the west crossing Montana Forest Property and US Hwy 2 just west of the intersection with Appleway Drive and US Hwy 2. North of US Hwy 2, the bypass will shift to the west crossing Two Mile Drive and Three Mile Drive parallel to and approximately 425m (1400 ft) east of Stillwater Road. North of Three Mile Drive, the alignment again shifts to the west and continues northerly, parallel to and approximately 189m (600 ft) east of Stillwater Road. The alignment continues northerly crossing Four Mile Drive and the BPA (Bonneville Power Association) transmission main which bisects state lands. After crossing the BPA powerline, the bypass will turn towards the northeast paralleling the transmission main to the north where the project will terminate at the intersection of West Reserve Drive and US Hwy 93. The proposed project is a limited access control facility throughout, consisting of four lanes with a 5m (16 ft) flush median north of US Hwy 2 and four lanes with a 6m (20 ft) raised median north of US Hwy 2. Required right -of- way widths vary from a minimum of 65m (215 ft) up to 95m (310 ft) total width. Access roads including Airport Road, Sunnyside Drive, Foys Lake Road, Two Mile Drive, Three Mile Drive, and Four Mile Drive are designed with a left and right turn bay. US Hwy 2 is designed for a four lane facility with center turn lane. This will be accomplished by acquiring access rights from the owner's of abutting properties. Private and public approaches will be allowed at specific locations to serve these properties. A blueprint set of right-of-way plans (metric units) is enclosed showing the limits of access control. Generally, the bypass will have full access control throughout with the exception of land locked parcels or accesses negotiated during right-of-way acquisition. In addition, all intersecting roadways including Airport Road, Sunnyside Drive, foy's Lake Road, US Highway 2, Two Mile Drive, Three Mile Drive and Four Mile Drive will generally have access control to within 300 feet of the bypass centerline. Limits of the limited access control are shown on the right-of-way plans by a symbol which is noted on the cover sheet under the legend. Limits of the limited access control on intersecting roads are noted by station. The attached plans show the details of the proposed limited access control plan. Once the access rights have been acquired, additional approaches may be allowed upon meeting guidelines set forth in the MDT Access Management Plan. Additional public approaches may be allowed at a later date but only up to the limit allowed for in the Limited Access Control Resolution. Additional public approaches must have concurrence from the city (if within the city limits) and MDT before they can be constructed. This is a general outline of the project. As portions of this Limited Access Control project lie within the city of Kalispell, we would appreciate the city's concurrence for controlling the access.
