THE ROLE OF JIM SAPPINGTON
My role is that of a facilitator. I am to bring up questions. To guide the
process. To challenge the participants. To clarify concepts. To help those
being misunderstood, understandable. To build from a concept to an
integrated piece of the puzzle. To keep the -proper- focus on primary,
secondary and relative issues. To channel the adoption of standards by
which a plan develops, a concept is adopted and insist on adherence to
those standards as the process unfolds.
WHY EVEN DO THIS?
We are not talking about the city being in the "real estate business"
as owners as much as we are talking about the city being in other
people's real estate business, personal lives, monetary decisions.
We are to be talking about cooperative living together, talking about
changing, talking about how to meet those changes, talking about
ways to change, talking about creating and causing change to take
place. After we are finished talking we are to be implementing.
We are talking about needs of the "public" (the group of us as
opposed to one of us) while keeping the integrity of one of us as
important within the concept of the group of us.
Background for decision making
Why should a plan for growing a city take place or should the city grow?
Who should be involved in growing a city?
What is the role of the city council in growing the city?
What should be the role of FRDO in growing the city?
What other entities should be involved? At what capacity?
How should a plan be built?
By reaction to forces affecting the council from the outside?
Should a plan be built that guides those affected, influences those
affected, cooperates with those affected, mandates those affected?
