4. Agreement - Noffsinger Spring Feasibility StudyN MEMORANDUM October 14,1998 To: Glen Neier, City Attorney, Interim City Manager From: Jim Hansz, Director of Public Wo (9� Subject: Noffsinger Spring feasibility study As directed by the City Council, the Public Works Department solicited proposals from three Kalispell firms, RLK Hydro, Land & Water Consulting, and Hydrometrics, that specialize in hydrologic analysis. We received proposals from RLK Hydro and Land and Water Consulting by the September 28' due date. No proposal was received from Hydrometrics. The review team was comprised of Fred Zavodny, Dick Amerman, Ben Van Dyke, and myself. All reviewers agreed that both proposals were extremely thorough and well done, and that both firms demonstrated the qualifications and experience to perform this work. Nonetheless, all the reviewers reached the same conclusion that the proposal submitted by Land and Water Consulting (LWC) was ranked first. Based on this I intend to recommend to the City Council that the City contract with LWC for the analysis of Noffsinger Spring to determine the feasibility of continuing the use of the spring in accordance with the requirements of MDEQ Circular PWS-3 for groundwater sources under the influence of surface waters. This initial phase of work is limited to a budget of $10,000.00, as previously directed by the City Council. As we discussed, Public Works staff will sit with LWC to fully develop a detailed scope of work and contract cost so that a completed package can be presented to the city council at their regular meeting on November 2". This will allow the City to remain on schedule for completing this work. Finally, as we further discussed, if negotiations with LWC do not result in an acceptable contract for engineering services the staff shall immediately begin negotiations with RLK Hydro to perform this work.
