In addition to the exterior work, the actual site development of paving, fencing and landscaping will be completed. By bidding the work at this time, the construction should be completed prior to the onset of winter. O. Box 1997) Kalispell, Montana and after that time no other bids will be accepted. Sealed bids for SAMARITAN HOUSE PHASE III & IV will be publicly opened and read aloud at 2:30 P.M. on that same day , by the City Manager. Bids will be awarded by the City Council at the Council Meeting on August 3, 1998. The Bids must be sealed in a manila envelope. The sealed envelope containing the bid must be plainly marked "Bid for the SAMARITAN HOUSE PHASE III & IV.", Kalispell, Montana, and contain the name of the Contractor. Bids shall be submitted on the form provided with the Contract Documents. The General Contractor and Subcontractors may secure documents at the office of Architects Design Group, No. 1 Sunset Plaza, Kalispell, Montana, upon deposit of $100.00, refundable when returned within ten days in good condition after the bid opening. A bid guarantee of ten percent (10%) of the total Combined Base Bid shall be submitted with each bid and shall be in the form of lawful monies of the United States, a cashiers check, bank draft or bid bond payable to the City of Kalispell / Samaritan House or a satisfactory Bid Bond executed by an acceptable surety. Said surety shall be guaranteed that the bidder will enter into the contract and furnish good and sufficient bonds within ten (10) days of the award, said check or monies are to be forfeited to the said public authority as provided by Montana Law. No bidder may withdraw his bid for at least thirty (30) days after the scheduled time for receipt of bids. A Performance Bond and separate Labor and Material Payment Bond, each in the amount of 100% of the contract sum will be required of the successful contractor. Each Contractor and Subcontractor will be required to have a certificate of registration from the Employment Relations Division of the Montana Department of Labor and Industry in the proper classification. The Bidder's attention is directed to Section 37-71-204, 15-50-206 and 15-50-206 Montana Code Annotated which require public Contractors to pay the State a sum equal to one percent (1 %) of the gross receipts from all public contracts under certain specified conditions. The Owner shall withhold this 1% and forward it on to the State Department of Revenue. The Bidder's attention is directed to the Community Development Block Grant (CDBG) and HOME Investment Partnerships Program Grant (HOME). Special Conditions which are part of the Bidding Documents. Copies of the Disadvantaged Business Directory are available from the Montana Highway Department. Federal Prevailing wage rates are required for this project (copy attached). The contractor is required to keep wage records to substantiate that prevailing wages have in fact been paid. The Contractor and their subcontractors will be required to provide Certified Payrolls every two weeks throughout the project. The Contractor is to furnish bonds insuring the payment of wages and fringe benefits as required by 39-3- 703 MCA and 18-2-201 MCA.
