Kalispell City -County Master Plan Update Process
Starting in August, 1996, the Kalispell City -County Planning
Board has undertaken the process of updating the 1986 Master Plan
with the able assistance of the Flathead Regional Development Office
staff. Research and mapping functions were conducted that Fall,
community agencies and organizations were contacted for Plan input,
and the Final Resource and Analysis section for the Plan was
published in November, 1997, after earlier drafts had been sent out
for review. A public Scoping meeting was held September 16, 1997.
A Public Survey was conducted in September, 1997, with a 40%
response, the results of which were published in November, 1997.
At the direction of the Board, three drafting committees were
formed to represent the most diverse population, to review the basic
material and to draft the various sections of the Plan. This volunteer
effort included the Business and Development Committee, the
Neighborhoods and Environment Committee. and the Public Services
and Infrastructure Committee. These committees have spent
hundreds of individual volunteer hours in meeting monthly since
January of this year and have now completed their separate drafts as
of the first week of May.

Regional Development Office budget, so this Board requests that this

RE: Update of Kalispell City County Master Plan
As you know, the Kalispell City County Planning Board is preparing an update of the
Kalispell City County Master Plan. On May 12"', the planning board voted to ask that
the Kalispell City Council and Board of County Commissioners each appoint one of its
members to serve over the summer on a committee that will be refining the draft update
of the master plan. Could this request be placed on the meeting agendas of the City
Council and Board of Commissioners at your earliest convenience? As background to
this request, I would also like to inform you of the progress being made on the update of
the master plan.
The first milestone in the plan update process was the information -gathering stage
completed last fall. This stage included development of a Resources and Analysis
document (information on demographics, the economy, the environment, and public
services), GIS mapping of the planning jurisdiction, and a public opinion survey of
planning jurisdiction residents conducted last September. Draft copies of the
Resources and Analysis document and mapping were sent to you last July. Copies of
the results of the public opinion survey are attached. The survey addressed a variety of
growth and land use issues, such as traffic, infrastructure, neighborhood compatibility,
property rights, and annexation. Since most people do not attend or speak out at
planning meetings, surveys are a valuable tool for reaching out to a broad cross-section
of the community. The survey, mailed to a random sample of one -in -ten households,
came back with an unusually high response rate of 42% (519 returned questionnaires).
We are just completing the second milestone in the plan update process, the initial
drafting of the plan. This was done over the last six months by three separate focus

committees, representing 23 local organizations or groups (membership lists are
attached). The three committees —the business and development committee,
neighborhoods and environment committee, and public services and infrastructure
committee —each developed their own draft of the plan. Acknowledging the strong
divergent interests in the community, the intention here was to start with a diversity of
opinions and then work toward consensus.
The next stage of the plan update will be to combine the three draft plans into one
cohesive document. A consensus committee consisting of the planning board and two
to three volunteers from each of the three existing committees will work on this process.
As noted above, the planning board would also like to ask that a city council member
and county commissioner sit on this consensus committee. We are optimistically
expecting that the consensus committee will be able to complete its task in three
monthly meetings this summer. Most of the text of the three draft plans is the same,
and many of the differences are not necessarily conflicts, but new ideas, that came out
of one of the three committees and will probably be generally accepted. The completed
draft at the end of the summer would then be circulated for a public -review period in the
fall.

A SURVEY OF RESIDENTS IN THE KALISPELL AREA
SEPTEMBER 1997
SUMMARY OF RESULTS
The survey was conducted by the Flathead Regional Development Office (FRDO) for
the Kalispell City County Planning Board. The purpose of the survey was to assist with
the update underway of the Kalispell City County Master Plan. The survey was
delivered by mail to a random sample of 1,234 households. A total of 519
questionnaires were returned, for a response rate of 42%. The rate of sampling error
varied by question between 3% and 5%. The following is a summary of some of the
more important findings of the survey.
• The worst traffic congestion spot in the Kalispell area, according to 75% of
respondents, is the intersection of Main and Idaho (U.S. Highways 93 and 2). In a
related question, 80% of respondents favored construction of a truck by-pass
around Kalispell, which would alleviate congestion at that intersection.
Most respondents expressed moderate viewpoints on private property rights, even
respondents in rural areas. Forty-eight percent of those responding characterized
themselves as "supporters of regulations that balance private and public interests,"
compared to 26% who see themselves as "supporters of landowners' rights to do
what they want with their land" and 17% as "supporters of strong regulations to
protect the public from negative impacts associated with development." In rural
areas, the proportions were 42%, 32%, and 12%, respectively.
The survey indicated clear popular support for requiring new subdivisions near
Kalispell to provide conventional urban infrastructure, including paved streets
(favored by 83% of respondents), fire hydrants (74%), gutters and storm sewer
(66%), public sewer and water (65%), street lights (62%), and sidewalks (57%).
Even the majority of respondents who characterized themselves as supporters of
landowners' rights to do what they want with their land" agreed that all of these
urban infrastructure improvements should be provided in new subdivisions near
Kalispell.
• Although mixed -use neighborhoods are commonly perceived as unpopular, most
respondents indicated otherwise, in that they would not object to having nearby
areas of neighborhood -serving businesses and multi -family housing in their
neighborhoods.
• Asked where new commercial development should be located in the Kalispell area,
68% said existing business districts and their gradual expansion. Only 20% favored
new commercial development at the edge of town, and 8% on rural highways.
While single -wide mobile homes are a common form of affordable housing in the
area, 73% of respondents said they would object to having them in their
neighborhoods. Even in rural areas, the proportion was 70%; and in Evergreen and
other suburbs, 65%. In contrast, only 40% of respondents in Kalispell and 41% in
surrounding suburbs said they would object to nearby areas of small lots,
apartments, and townhouses—altemative forms of affordable housing.
The survey listed four typical reasons why cities annex surrounding properties, and
the majority of respondents did not view any of those as "valid reasons." The most
favored reason to annex among Kalispell respondents (favored by 56% of
respondents) was to "provide city utilities/services only to households and
businesses paying city taxes." In Evergreen and other suburban areas, the most
favored reason (48%) was "annex only where requested by the property owner."
• Asked which of 14 options should be considered "priorities" for managing rural
growth, the top three responses were as follows: "protect water quality of lakes,
rivers, and streams," considered a priority by 65% of respondents; "require paving in
new subdivisions to protect air quality," 54%; and "protect rural neighborhoods from
incompatible growth," 49%.
• The majority of respondents favored the following measures to protect rivers,
streams, and lakes: "minimize new development in the floodplain," favored by 60%
of respondents; and "avoid channelization, off -channel excavation, and diversion of
rivers and streams," 52%.
METHODOLOGY
Questionnaires were mailed to a random sample of households in the Kalispell
Planning Jurisdiction. The sample was drawn from the residential customer lists of
Pacific Power and Flathead Electric Cooperative, the two electric companies operating
in the area, whom we would like to thank. The lists were generated in mid -August
1997. Flathead Electric Cooperative was able to identify customers specifically within
planning jurisdiction boundaries, since the company computerizes service locations by
section, township, and range. The Pacific Power customers were concentrated in the
urban areas, but the list extended beyond planning jurisdiction boundaries to include all
of the Kalispell 59901 zip code. This list was sorted by street, and FRDO excluded
addresses outside the planning jurisdiction. All of the electric customers were
numbered, adding to a total of 12,352.
A sample was taken from a computer -generated list (using Microsoft Excel software) of
1,250 random numbers. Of the 1,250 questionnaires mailed, 16 were returned as

undeliverable (persons who apparently moved and left no forwarding address). Thus
the sample size was 1,234. A total of 519 questionnaires were returned, for a response
rate of 4201'0. The rate of sampling error varied by question between 3% and 5%,
assuming a 95% confidence level. In other words, if the survey was repeated 100
times, the distribution of answers to each question would vary by no more than 3% to
5% on 95 out of 100 surveys.
The survey was conducted in three separate mailings, spaced approximately one week
apart. The first mailing explained that the survey questionnaire would be mailed in
about a week and information was attached about the existing master plan and the
update process. This mailing was intended to inform people about the plan, so that
they could understand how the survey results would be used. The second mailing
included the questionnaire and a cover letter. The third mailing was a post card
reminding people to send in the questionnaire or call FRDO if they did not receive one.

LANE ROAD CONNECTING DIRECTLY TO US2 AT SNAPPY'S. TRUCKS ALREADY
USE WILLOW GLEN & SHADY LANE AS A BYPASS. GENERALLY PROPERTY
VALUES ALONG THE ROUTE ARE NOT HIGH. SURE THE PEOPLE WILL

WESTERN BYPASS TO GO TO MISSOULA? A WILLOW GLEN ROUTE WOULD
GET THE TRUCKS OUT OF TOWN FOR SURE.
THE REPAVING OF W EVERGREEN DRIVE IS A HUGE IMPROVEMENT.
HOWEVER, THE FINSIH WORK FOR ADJOINING LEAVES A LOT TO BE DESIRED.

USING THE TRUCK SERVICES ARE DEVELOPING ON THE EASTSIDE OF
KALISPELL? COMMERCIAL GROWTH NEEDS TO BE RESTRICTED OR
CONFINED AND NOT ALLOWED TO INFRINGE ON RESIDENTIAL AREAS.

THE CITY OF KALISPELL IS GOING TO GROW, WHETHER MANAGED OR NOT.
THIS MASTER PLAN IS NEEDED AND SHOULD BE COORDINATED WITH ANY
TRAFFIC BYPASS ROUTE(S) AROUND KALISPELL PROPER. PERSONALLY I
THINK KALISPELL, COLUMBIA FALLS, WHITEFISH HAD BETTER COORDINATE
THEIR RESPECTIVE PLANS BECAUSE THOSE ARE THE 3 MUNICIPALITIES THAT
WILL ENCOMPASS ALL AREAS IN THIS REGION BEFORE LONG. FOR REAL
SAVINGS COMBINE SOME PUBLIC SERVICES FROM ALL THREE. EACH
PROVIDING COST SUPPORT, IE POLICE, FIRE, RESCUE, SNOW REMOVAL,
ROAD MAINTENANCE, ETC. YOU HAVE YOUR HANDS FULL TRYING TO
BALANCE THE OLD AND NEW KALISPELL, BUT THE FUTURE POSITIVE IMAGE
OF KALISPELL WILL NOT HAPPEN BY CHANCE, BUT BY MANAGEMENT OF
GROWTH.
I STRONGLY SUPPORT THE LIVEABLE COMMUNITIES AND SMART GROWTH
CONCEPTS ESPOUSED BY CITIZENS FOR A BETTER FLATHEAD AND HERO. I
ALSO STRONGLY SUPPORT THE OVERALL BUSINESS AND ECONOMIC
GROWTH TACTICS THAT THE CITY PLANNING, ECONOMIC AND COMMUNITY
DEVELOPMENT DEPARTMENT IS TAKING. OUR DOWNTOWN IS MORE VIABLE
ECONOMICALLY AND AESTHETICALLY AS A RESULT OF THEIR DIRECTION.

AND THE FACT THAT IT IS ONLY GOING TO CONTINUE GROWING.
THE FLATHEAD VALLEY IS A BEAUTIFUL PLACE STILL. I'VE LIVED IN CENTRAL &
NORTHERN CALIFORNIA, OREGON, N DAKOTA, ARKANSAS AND BRITISH
COLUMBIA. ONE OF THE WORST THINGS THAT CAN HAPPEN TO AN AREA IS
UNREGULATED DEVELOPMENT, AND DEGRADATION OF NATURAL AREAS. I
WOULD FAVOR HIGHER TAXES, OR INCONVIENCES, TO SEE THE FLATHEAD'S
BEAUTY MAINTAINED. I WOULD VERY MUCH LIKE TO SEE MORE
ENVIRONMENTALLY FRIENDLY EFFORTS MADE, SUCH AS A RECYCLING
CENTER, BICYCLE LANES ALONG NEW ROADS, AND NO MORE STORES SUCH
AS WALMART, SHOPKO, KMART (THEY`RE USEFUL BUT WE HAVE ENOUGH OF

THE WHOLE FLATHEAD VALLEY IS GROWING FAST. IT IS HARD TO REGULATE

FAST GROWING AREA OF EVERGREEN SHOULD BE ANNEXED & CONTROLLED
SO THAT IN THE FUTURE ALL LAND, LOTS, COMMERCIAL & RESIDENTIAL ARE
LIKE A CITY SHOULD BE NOT JUST A BUNCH OF COUNTRY SHACKS
SCATTERED ON HAPHAZARD PARCELS OF PROPERTY.

SINCE PART OF THIS SURVEY IS DIRECTED TOWARD GROWTH & QUALITY OF
LIFE IN THE FLATHEAD REGION, I BELIEVE ANOTHER MAJOR ISSUE NOT
MENTIONED IS CRIME RATES. I BELIEVE THAT KEEPING THE CRIME RATE LOW
THROUGHOUT THE GROWTH OF OUR COMMUNITY SHOULD BE THOUGHT OF A
GREAT DEAL. TOO MANY CITIES TURN INTO HORRIBLE PLACE TO LIVE
BECAUSE OF GANGS, DRUGS & VIOLENT CRIME. ALSO, I WOULD LIKE TO
THANK THE BOARD OF COMMISSIONERS FOR ASKING THE OPINIONS OF THE
RESIDENTS.

LIMITS PAY FOR 40,000 PEOPLE THAT USE THE CITY. NOT FAIR TO TAXPAYER
LIVING IN CITY OF KALISPELL.
LET THE PEOPLE HAVE A VOICE IN KALISPELL PLANNING & ANNEXATION!

I DO NOT THINK AREAS SHOULD BE ANNEXED WITHOUT A VOTE FROM ALL

THEM AND ALWAYS WILL. THEY HAVE THE FORESIGHT AND AESTHETIC

I AM STRONGLY OPPOSED TO PROPERTY TAXES BEING BASED ON PROPERTY
VALUE. TAXES SHOULD BE BASED ON THE NEED OF THE COUNTY AND STATE

HAGADONE 140 APARTMENTS IS A MUST & PACK WAS GOING TO FUND 1/2
MILE OF THE EXTENSION.

AS PROPERTY OWNERS AND SHOULD BE SUBJECT TO RECOURSE IF THEY DO

REQUIRED TO PHYSICALLY VIEW EACH PROPOSITION IS OUTRAGEOUS. THEY
ARE A BOARD OF PEOPLE OF WHOM THE MAJORITY DON'T HAVE A CLUE AS
TO THE LAW AND LIMITATION OF EACH CASE. THEN THEY LET THE
COMMENTS FROM THE PUBLIC INSULT EVERYONES INTELLIGENCE AND THEN
BASE THEIR RULINGS ON THESE RAMBLINGS. THEY COULD AT LEAST LET

ZONE IT AS R4. IT DOES A GREAT DISSERVICE TO COMMERCIAL PROPERTY
OWNERS RESULTING IN LOSS OF TIME ATTENDING MEETINGS WITH THE
PLANNING BOARD, MONETARY LOSS IN ATTORNEY FEES. ALSO, PEOPLE WHO
ARE EFFECTED BY NEW ZONING SHOULD BE NOTIFIED BY MAIL. THE COUNTY
HAS NO PROBLEM DELIVERYING OUR PROPERTY TAX NOTICE AND THINK WE
DESERVE TO BE NOTIFIED BY THE PLANNING BOARD TO SOMETHING THAT
DRASTICALLY EFFECTS OUR ABILITY TO MAKE A LIVING AND MANAGE OUR
OWN LAND.

THERE! THAT SIDE OF TOWN BUSINESSES SEEM TO BE SUFFERING DUE TO
ALL THE NEWER BUSINESSES BEING BUILT ON EAST SIDE OR EVERGREEN

I AM AGAINST BUSINESSES EXPANDING INTO RESIDENTIAL AREAS, THERE IS
PLENTY OF OPEN LAND SURROUNDING KALISPELL IN ALL DIRECTIONS FOR
BUSINESS EXPANSION
DO NOT LET PRIVATE BUSINESS BUILD IN EXISTING NEIGHBORHOOD'S
WITHOUT MAJOR ACCESS STREETS. FOR EXAMPLE: WILD GEESE GARDEN
UNPAVED ACCESS STREET IN AN EXISTING NEIGHBORHOOD.
ANY ENTRANCE INTO THE CITY NEEDS TO HAVE JUNK OR UNSIGHTLY ITEMS
REMOVED AT OWNERS EXPENSE. SLOW DOWN INDUSTRIAL OR COMMERCIAL
BUILDING IN RESIDENTIAL AREAS SUCH AS WHITEFISH STAGE

I THINK ALL COMMERCIAL DEVELOPMENT SHOULD BE ALONG HWY 2
TOWARDS COLUMBIA FALLS. ALL FARM LAND AND GRAZING LAND SHOULD BE
BANDED FROM DEVELOPMENT OR FROM HOUSING. THE FARMING AND
RANCHING IS BEING PUSHED OUT AND ITS TURNING REAL UGLY WITH
HOUSES ALL OVER THE LAND AND HILLS SURROUNDING KALISPELL.
I HAVE LIVED IN KALISPELL MOST OF MY LIFE. ITS JUST A MATTER OF TIME
THE SUPER STORES WILL TAKE OVER THE KALISPELL AREA. THE SMALLER
STORES ARE SELLING OUT EVERY YEAR. THE CHANGES ARE VERY RAPID.
THE COMPETITION IS VERY STRONG.
DOWNTOWN AND COMMUNITY DEVELOPMENT
WE NEED TO MAKE A DYING MAIN STREET VIABLE AGAIN.
AS OF JUNE WE ARE NOW LIVING IN ALAMOGORDO NM. I LIVE IN AND
AROUND KALISPELL FOR 55 YEARS AND AM IN FAVOR OF KEEPING KALISPELL
DOWNTOWN AS IS. THE IMPROVEMENTS DOWNTOWN I.E. SIDEWALKS,
BENCHES, TREES, LIGHTS ARE A GRAND STEP IN THE RIGHT DIRECTION.
PERSONALLY I WOULD ADVOCATE A MORE CONCERTED EFFORT TO UTILIZE
THE EXISTING OPEN AREAS IN DOWNTOWN SECTION FOR DEVELOPMENT.
THIS WOULD CREATE AN IMAGE OF A THRIVING AND PROGRESSIVE
COMMUNITY, A LARGER TAX BASE, AND A FOCAL POINT FOR SERVING THE
MAJOR NEEDS OF PEOPLE. THESE FACTORS WOULD CERTAINLY ACT AS A
STIMULI TO ENCOURAGE NEW BUSINESSES AND DEVELOPMENT OF EXISTING
ONES. TO ME ITS REAL DEPRESSING TO VIEW THE DOWNTOWN WITH
BOARDED UP FAILED BUSINESSES AND LARGE UNOCCUPIED LOTS. I CANT
BELIEVE THIS SITE WOULD SERVE AS AN INDUCEMENT TO A PROSPECTIVE
NEW BUSINESS INVESTOR. BY CONCERTRATING OUR BUSINESS AREA WE
WOULD HOPEFULLY SALVAGE MUCH PRIME AGRICULTURE LAND AND
ENHANCE MANY OTHER ENVIRONMENTAL ISSUES.
GET THE CITY OUT OF THE REAL ESTATE BUSINESS. GET RID OF GALLAGHER
IN COMMUNITY DEVELOPMENT. STOP USING TAX INCREMENT $ FOR
ANYTHING EXCEPT INFRASTRUCTURE IMPROVEMENTS. STOP FAVORING
PARTICULAR BUSINESSES WITH TAX INCREMENT MONEY.

BUSINESS EXCEPT FOR THE PURCHASE OF LAND FOR PARKS. EMPTY ROCKY
LAND IN THE DOWNTOWN AREA LOOKS CRUMMY. THESE PARCELS OF LAND
BELONG ON THE TAX ROLLS AND NOT MANAGED BY A HIGH PAID CITY
EMPLOYEE.
ONCE THE GATEWAY MALL SPECIAL IMPROVEMENT DISTRICT OR TAX
INCREMENT PROJECT IS COMPLETED, EMPHASIS SHOULD FOCUS ON
REVITALIZING THE UPTOWN AREA.

WHEN WE WERE VERY YOUNG CENTRAL SCHOOL WAS CONDEMNED AS TOO

DANGEROUS NOW AND IF IT SHOULD BECOME A MUSEUM IT LIKELY WOULD
