AGENDA ITEM 5 - REQUEST FOR DOWNTOWN PLANNING WORKSHOP
BACKGROUND/CONSIDERATION: I have enclosed a request from the Downtown
Business Association with signatures from twenty-two (22) individual business operators.
The request is to employ, at City cost, Mr. Dan Burden. The planning workshop would be
designed to encourage downtown planning and improvements for the long-term future of
Kalispell. I understand several of the Council members attended Mr. Burden's presentation
a few weeks ago. I was unable to attend so those that did will know Mr. Burden's philosophy
of city growth.
RECOMMENDATION: I would hope this could "jump start' the Central Business
District and act as a catalyst to direct an organized revitalization of the core area. I know this
is a considerable sum of money, however, this may be a great long-term investment for the
community. I have reviewed the budget and these expenditures are available and are legal
expenditures for the TIF dollars. Larry Gallagher and I have discussed this request, and we
concur in the recommendation to proceed with Mr. Burden's program.
ACTION REQUIRED: A motion is needed to authorize the City Manager to enter into
a contract with Mr. Burden for his "workshop" services.
e, the undersigned members of the Downtown Business
Association, request of the City Council and Mayor of Kalispell, to
do the following;
1. The Council and Mayor agree to participate in and fund a
planning workshop for Downtown revitalization. and that they
hire Dan Burden's group to orchestrate it. The price is $20,000
and lasts 4 to 5 days.
2. There currently is approximately $800,000 budgeted for future
special projects. It is TIF money. We would like to see this
money continue to be in the budget as funding for downtown
projects that might arise from this workshop.
