Department Activity ReportsPUBLIC WORKS DEPARTMENT ACTIVITY REPORT April 1998 40 04 ENGINEERING DIVISION • Inspected airport runway and taxi ways to determine repair requirements. • Held project review meeting for digester/fermenter cleaning and repair project. • Held project review of north water well project status. • Met with the Willows Subdivision developer's engineer regarding lift station #5 replacement. • Reviewed Meridian Road design with Peccia and Associates. • Received reply from MDT to our request for information on City Service access. • Received updated cost and schedule data. • Received data from MDT regarding Urban Highway Fund borrowing capability. • Continued support of City -County Master Plan update process. • Held Spring Creek design alternatives informational meeting with property owners. • Reviewed US 93 South improvements with design engineer, received updates of cost and schedule. • Attended a MDT meeting regarding 1999 CMAQ program and low cost street maintenance equipment available through program. • Inspection continues on the following projects: • Willows Subdivision • Buffalo Stage Phase III -• Prepared bid proposals and specifications for chip sealing and overlays. The bid opening for chip sealing and overlays is April 91h. • Reviewed plans on the following projects: • Athletic Complex • Buffalo Stage Phase III • Buffalo Stage Professional Park • Business Complex • Prepared information for Capital Improvements Report. • Street Superintendent attended a seminar on Geosynthetics on 4/9/98. • The following items were discussed: Geotextile Products, Pave -Prep, Tensar Structural Geogrids, and Erosion Control Products. • Continued working with FVCC student on AutoCAD utility drawings. • Continue field location of utilities. • Completed encroachment survey and drawings for Tract 5G in Section 20 and 12 BA in Section 29- gave drawings to City Attorney. • Began field survey/drawing for Parks Department concerning fence encroachment into Northridge Park. OFFICE AND STAFF Richard Amerman (Dick) joined the Public Works Staff on Monday, April 131h. He is the new Assistant City Engineer. Welcome aboard! There were 5 emergency call -outs for the month of April: Water Division - 2; TSS Division — 2, and WWTP - 1. CENTRAL GARAGE • 139 repair orders were completed during the month of April: • Police ............ 39 Streets............ 25 • Fire ...............16 Garbage ........... 12 • Others............ 47 • Ongoing maintenance of City vehicles and machinery. • Converted police patrol car to dual battery system. • Fabricated and installed ladder rack extension for Sewer Division Truck. • Mounted and balanced summer tires on City vehicles. • Responded to various road calls. SANITARY/STORM SEWER DIVISION • Continued video and jet cleaning of sewer lines Monday through Thursday. • Performed weekly maintenance of fifteen lift stations each Friday. • Dye tested two sewer service lines. • Entered TV Inspection Data in computer. • Installed storm drain catch basin at 6th Alley WN and Wyoming Street. • Installed 100' of 12" storm culvert at new well site on Grandview Drive. • Assisted Parks with planting trees and shrubs. • Washed walls at Treatment Plant with jet truck. • Raised storm drain manhole at 6th Street East and Woodland Avenue. • Replaced storm drain catch basin on Bountiful Drive. SOLID WASTE DIVISION Delivered 18 containers to new customers. • Repaired 8 containers and responded to 13 violations. • Continued weekly garbage service. • Continued weekly alley cleanup. • Received the 100 & 300-gallon Roto containers. STREET DIVISION • Continued alley grading and street sweeping. • Continued alley clean-up. • Continued crack sealing various streets and avenues. • Began leaf pickup for Spring Cleanup. • Repaired Utility Cuts: • Center Street and at the main break on 4th Avenue EN. • Rosewood, Windward Drive, Buffalo Hill Drive, 5th Avenue WN, Charlotte Avenue, Grandview Drive, 8th Avenue West & Center, I Oth Avenue West, 7th Avenue WN & Montana, 4th Avenue East, 5th Avenue East, 3rt Street West, 7th Avenue West. • Filled low spots at the City Airport. • Assisted Water Division with labor and sweeper/sanivac to clean downtown parking lots. • Graded Lawrence Park Road. • Patched areas on Sylvan Drive. • Repaired manhole cutouts: • California Street • Woodland Avenue Watered and dust treated alleys. WATER DIVISION WATER PUMPING & STORAGE• • Produced 100 M gallons of water: 84 M gallons upper zone and 16 M gallons lower zone. • Injected 621bs. of chlorine. • Continued routine maintenance on all pumps, motors, grounds, buildings, controls, testing and record keeping. • Flow tested hydrants for Fire Department. • Replaced antennas at Booster Station for telemetry controls. • Began maintenance of lawns, irrigation systems, and building ventilating systems. • Grandview Well near completion, continued work on: • telemetry • Variable frequency drive. • Asphalt paving and site work. • Noffsinger Springs put on standby until Stillwater River lowers to summer level. WATER CONSTRUCTION AND SYSTEM REPAIR. • Tagged 55 delinquent accounts. • Delivered 34 water meters. • Completed 106 work orders during the month of April. • Replaced 2 fire hydrants and repaired two fire hydrants. • Repaired service line at 452 5th Avenue EN. • Repaired main break at 55 4th Avenue EN. • Delivered old fire hydrants to Pacific Steel & Recycling. • Repaired fire hydrant at 6th Avenue West and 41h Street West. • Checked valves on fire hydrants on the west side of Kalispell. Conducted 6x3/4 water tap at Grandview. • Flushed dead end fire hydrants. • Black dirt and seeded at Grandview Well. • Ran a new water line from water main for new fire hydrant at the west end of 3rd Street West. • Repaired a 6" valve at 509 9th Avenue West. • Located service line and hooked up for the bathrooms at Lion's Park. • Ran new service line from main to curb stop at 1036 6th Avenue West and 485 4th Avenue EN. • Replaced curb box and rod at 82 3rd Avenue WN and at 368-386 6th Avenue EN. • 6x4 water tap at 9th Avenue West and 2nd Street West — Sandon Construction. TRAFFIC SIGNS & SIGNALS DIVISION • Continued maintenance of traffic signals, lights, signs, and meters. • Made and installed signs at the City Airport. • Tested Opticom control systems. • Montana Lines, Inc. installed poles and arms at 5th Avenue West and Center Street West. • Activated traffic signal at Center & 5th Avenue West. • Installed poles and signs for the Center Street and 3rd Avenue West Pedestrian Crossing. • Responded to call in Columbia Falls for MDOT. Repaired flashing light. • Made repairs to traffic signal at 5th Avenue West and West Center St. • Performed traffic count on West Wyoming Street west of US 93. WASTEWATER TREATMENT DIVISION 85 Work Orders were completed during the month of April. • 492 Lab Tests were performed during the month of April. • 28 Loads of sludge were hauled during April. • Report completed on Sludge Disposal Criteria and Options. • The Reaeration Basin was cleaned for the first time in two years. In the two prior years, the Basin was flooded by Ashley Creek, along with a hydrant leak. We found one "alive and well" muskrat. We transferred him to Ashley Creek. We also found several huge crawdads — alive and wellI • March Plant Flows: total — 51.5 million gallons; average daily — 1.66 million gallons. Construction was pretty evenly divided between the various subdivisions with a couple of the new homes going into Kalispell's West Side. Work continues on several commercial projects throughout Kalispell and Evergreen. Permits were issued for another 2 unit condo at Whitefish Stage Professional Park and for the first building in Dr. Mason's development on Whitefish Stage at Bruyer Way. ZoZ nina: The Zoning Administrator is on family medical leave. The Building Department is working overtime to carry the extra workload. Still, some of the tasks are not getting done. The Board of Adjustment did not meet in April. One variance application submitted by The Daily Inter Lake was received and processed for the May Board of Adjustment. Numerous zoning questions and floodplain inquiries are received in our office and are handled as time permits. Personnel: Several applications have been received for the Building Inspector and Plans Reviewer positions. Perhaps positions can be filled as we enter into the busiest season for the Building Department. Kalispell, MT 59901 Dear Clarence, I am writing you in reference to an endorsement by Kalispell's city government of the First Night Flathead organization. This letter follows my letter and subsequent presentation to the City Council and Mayor. Jim Atkinson indicated that you would be the person to whom I could address this letter. I appreciate the time that you and the others have already given to First Night Flathead. I will encapsulate, since I have already expounded on this subject, what 'First Night' is. 'First Night' is a community - wide, alternative New Year's Eve celebration. It is strictly non-alcoholic. It is centered in the downtown area. The indi- vidual events of the a 'First Night' celebration are largely through the arts (including culture, heritage, and ritual). I hope that I have been able to demonstrate the many benefits that -First Night' will bring to the Kalispell community. First Night Flathead is a young organization. We are in the process of the filings for non-profit status. We have elected a five -member Board of Directors, in addition a steering committee of a dozen members exists. Five working committees have been created with which to produce the event. The First Night Flathead event for '98 will be centered on Main St. in Kalispell. There will be approximately 10 venues and 25 artists. First Night Flathead's fundraising efforts have begun. A grant has been applied for to the Montana Arts Council. Grant applica- tions will soon be sent to the Plum Creek Foundation, and again, the Montana Arts Council. A coherent strategy for approaching community businesses is being created at this time.
