The following items should be placed on the April 20`h City Council agenda:
1. Annual sidewalk and curbing bid for FY 98/99: The current contract expires June 30`h.
We will need the Council's approval of this bid to continue the program beyond the
June 30' date. This program provides for the replacement of sidewalks and curbs by
residents. We administer the program for them and in some cases also arrange for the
cost to be spread over a number years with an assessment on the property.
2. Tax Increment District Sidewalk Replacement Project: The current fiscal year budget
authorization of $100,000 has $28,436 remaining to be spent this summer to replace
aged sidewalks in the TIF District. Fred has prepared a map showing the remaining
locations. This project will be prepared as a separate project from the first portion
completed last summer. Continuation of this program beyond this fiscal year will
depend on Council's assessment of need.
3. Ninth Street West Storm Drain Project: This is a current FY project in the TIF budget
area funded at $90,00.00. Fred is currently designing this project.
I have attached Fred's memo and supporting information.
The Public Works Department requests the City Council to authorize advertising for bids
for each of these projects upon completion of contract documents.

Re: Authorization to Bid Upcoming Projects
The Public Works Staff is designing and preparing the following projects for bid:
Annual Sidewalk and Curbing Bid - This contract is intended primarily for residents and
businesses wishing to take advantage of the annual sidewalk and curbing program.
Tax Increment Sidewalk Replacement Project- This project will complete the City Council's
direction to expend $100,000 in the Downtown Tax Increment District to replace unsafe and
deteriorating sidewalks. A total of $28,436 remains in the budget for additional improvements.
A map illustrating the five proposed sites is attached.
9th Street West Storm Drain Project- This project is included in the Capital Improvement
Program for the current budget year. The completion of this project will eliminate standing
water between Ist Ave. W.and 4th Ave.W. which occurs after a rainfall. $90,000 is currently
budgeted within the Tax Increment Program of Services for this project. A map illustrating
the project is attached.
I am requesting the City Council to authorize the Public Works Department to call for bids
on these projects as the plans and specifications are completed . I anticipate all of these
projects will be completed and ready to go to bid within 45 days.
