Department Activity ReportsMEMO To: Mayor and Council From: Clarence Krepps Q"' Date: April 17, 1998 Re: NFS/KDC Sale In compiling the offering documents for the KDC and NFS we have had to "unbundle" the Phase I Site Assessment conducted in June of 1997. To enable us to give a "clear" Phase I environmental offering, we had to have Tetra -Tech return to look at, and evaluate, Lots 1 & 2 plus 14 ft. only. This was completed on April 16'. Thursday afternoon, due to some detection, we had to actually dig in three (3) areas on the Lots. We uncovered lead -covered electrical wiring and several conduits on the north side of the Lots. However, we did not have any contamination. With the receipt of the "clean" report forthcoming, we will now be able to proceed with the offering. These will be published on April 28, May 5 and May 12, and offerings will be received on May 19. The Staff will review and analyze the proposals and submit them to the Council action at the June Council meeting. If you have any further questions please feel free to contact me. Chief As you know, we were requested by Senator Burns' Office to provide the security detail for the Senator's Tribal Jurisdiction hearing at Flathead High School. There was some concern that emotions might be running high during the hearing. To properly staff such a detail required at least 8 officers and I mentioned my concern for the overtime required to Lt. Paul Hahn and Det. Sgt. Garner. These two officers, along with our entire SRT team, used their initiative and leadership to provide the entire security detail. I am proud to report to you that they designed and executed an occupant protection training exercise that: - provided protection for the Senator's Tribal Jurisdiction hearing - provide documental training for the SRT members - accomplished all of the above without overtime cost to the City - set a positive example for other city employees regarding teamwork and their eagerness to support the management team and give maximum consideration for our budget dollars: Just thought you would like to know. SANITARY/STORM SEWER DIVISION • Continued video and jet cleaning of sewer lines Monday through Thursday. • Performed weekly maintenance of fifteen lift stations each Friday. • Installed new starter in control panel on Lift Station #2, #2 pump. • Received computer system and printer for THE WCMS Collection System. SOLID WASTEDIVISION • Delivered 7 containers to new customers. • Repaired 6 containers and responded to 2 violations. • Continued weekly garbage collection service. • Continued weekly alley cleanup. Street Division assisted with this. • Performed light pruning of trees and shrubs on the eastside alleys. • Ordered and received fifty 100- gallon and twenty 300-gallon containers. STREET DIVISION • Continued alley grading and magnesium chloride treatment. • Continued support of Solid Waste Division for alley clean-up. • Continued crack sealing various streets and avenues. • Continued sidewalk grinding and milling. • Assisted Solid Waste Division with alley cleanup. • Attended Safety Meeting at the WWTP on Wednesday, March 181n. WATER DIVISION WATER PUMPING & STORAGE.• • Produced 60 M gallons of water: 13 M gallons upper zone and 47 M gallons lower zone. • Injected 53 lbs. of chlorine. • Continued routine maintenance on all pumps, motors, grounds, buildings, controls, testing and record keeping. • Completed quarterly trihalomethane testing. • Flow tested hydrants for Engineering Division. • Painted the floor at the armory well pump station. • Grandview Well: • Project near completion — considerable time spent in well development, monitoring construction, working with Engineer and Contractors coordinating and inspecting work. • Engineer and contractor developing punch list. WATER CONSTRUCTION AND SYSTEM REPAIR. • Tagged 30 delinquent accounts. • Delivered 24 water meters. • Completed 70 work orders during the month of March. • Replaced 8 fire hydrants: 3rd Avenue WN/West Washington, 2nd Avenue WN/Washington, 1412 3rd Street West, 6th Avenue W/8th Street West, 9th Avenue West/3rd Street West, 9th Avenue West/5th Street West, 4th Avenue East/3rd Street East and 9th Avenue West/6th Street West. • Installed a 6x3/4-water tap at 1028 7th Avenue West. • Raised 12 curb boxes. • Replaced curb boxes and rods at 1145 2nd Avenue East, 1020 2nd Avenue East and 710 2nd Avenue East. • Exercised valves at the south end of Kalispell. • Removed an old valve and sectioned in a 12" PVC at East Center and 1st Avenue East. • Installed meter pit at the north end of Greenbriar and at the south end of Greenbriar. • Two Water Division employees attended a Safety Seminar on trenching. TRAFFIC SIGNS & SIGNALS DIVISION • Continued maintenance of traffic signals, lights, signs, and meters. • Replaced faded signs. • Tested conflict monitors in Whitefish, Bigfork and Columbia Falls for MDOT. • Replaced burned out bulb at Hwy. 93 South and Hwy. 28 (Elmo) for MDOT. • Repaired main electrical feed line to decorative lights on Main Street, 100 Block. • Raised signal heads on the traffic light southbound at Hwy. 93 South/ 18th Street East. Trucks had been hitting them at the 16' height. • Installed new and replaced old signs at Flathead High School. • Signed and barricaded for the St. Patrick's Day Parade on March 17th. • Met with MDOT personnel on traffic signal updates for downtown Kalispell. Did a complete survey of each intersection.
