(Please also refer to the Planning Board's minutes included with Agenda Item #6) The temporary building was recommended for approval by FRDO with no opposition expressed during the hearing process. RECOMMENDATION: There appears to be no problem within the neighborhood for this use. This request was recommended with an 8-0 vote. I concur with the recommendation of the Planning Board. Dear Clarence: The Kalispell City -County Planning Board held a public hearing at their regular meeting of March 10, 1998 to consider a request by Flathead Health Center, Inc. for a conditional use permit to allow the placement of a temporary office building which would be located south of Kalispell Regional Hospital and east of Claremont Street. The property is in an H-1, Hospital, which requires a conditional use permit for temporary uses. The property is located at 325 Claremont Street, Kalispell. Narda Wilson with the Flathead Regional Development Office described the proposal stating that it appears it will have little impact on the area. It is intended to be used by the employees of data processing while a new computer system is being installed. Two computers will need to be run simultaneously temporarily and the employees will be displaced. The employees need to be close to the computers. She recommended approval of the temporary modular office building subject to four conditions. David Greer, representing Flathead Health Center, spoke in favor of the proposal and explained the building would probably be used two years or less and that it did not increase the number of employees nor did it displace any parking. No one else spoke regarding the proposal. After some discussion, the planning board adopted staff report #KCU-98-3 as fmdings of fact on a vote of eight in favor and none opposed. The board is recommending the City Council grant the conditional use permit subject the conditions outlined in Attachment A. FLATHEAD REGIONAL DEVELOPMENT OFFICE CONDITIONAL USE PERMIT STAFF REPORT KCU-98-3 FEBRUARY 2, 1998 A report to the Kalispell City -County Planning Board and Kalispell City Council regarding a request by Flathead Health Center, Inc. for a Conditional Use Permit to allow the placement of a temporary office building in an H-1, Hospital zoning district. A public hearing on this matter has been scheduled before the planning board for March 10, 1998, beginning at 7:00 PM, in the Kalispell City Council Chambers. The planning board will forward a recommendation to the City Council for final action. BACKGROUND INFORMATION A. Petitioner: Flathead Health Center, Inc. c/o Jim Oliverson 310 Sunnyview Lane Kalispell, MT 59901 (406)752-1724 B. Size and Location: The property proposed for the temporary office building is located south of Kalispell Regional Hospital and east of Claremont Street. The building will occupy a portion of a 10.32 acre site located at 325 Claremont Street, Kalispell. The property can be described as a portion of Lot 1, Flathead Health Center Addition located in Section 6 Township 28 North, Range 21 West, P.M.M., Flathead County, Montana. C. Nature of Request: The applicants are requesting a conditional use permit to allow the placement of a 60 foot by 24 foot modular office building on a temporary basis to provide office space for seven employees and nine workstations. The building is in the area of the Kalispell Regional Medical Center Annex building where Corporate Accounting has their office. Corporate Accounting is installing a new computer system which will temporarily displace the employees. During the transition period, two computers will be required to be operating and so Corporate Accounting must be linked to the computer system which requires that they remain in close proximity to the computers. The modular building being proposed to be used for the office space will be set up on the east side of the Annex building in the lawn, to avoid displacing existing parking. The modular building will comply with the required building standards for office uses. It is anticipated that the temporary office space may be required to be used for up to two years. D. Existing Land Use and Zoning: The proposed location for the temporary modular building is in a lawn area directly to the east of the Annex building. The building will be placed in an east / west orientation and will not displace parking in the area. The zoning for this property and the surrounding area is H-1, Hospital. Temporary uses are listed as a conditionally permitted use in this district. E. Surrounding Zoning and Land Uses Zoning: All of the surrounding properties are located in the H-1, Hospital, zoning district. All of the surrounding uses provide support services to the hospital or are related to medical care. North: Kalispell Regional Medical Center, H-1 zoning South: Medical and diagnostic offices, H-1 zoning East: Brenden House assisted living facility, H-1 zoning West: KRMC Annex building, H-1 zoning F. Master Plan Designation: The Kalispell City County Master Plan Map designates this area as Hosptial. The proposed project is in compliance with the land use designation of the master plan map. G. Adequate Useable Space: The proposed 60 foot by 24 foot modular building will be placed on the lawn area to the east of the existing computer services building. The location of the building on this site will not require the displacement of existing parking nor will it generate the need for additional parking. Parking needs are adequately met within the existing lot. The building will meet the required setbacks of the H-1 zoning district. There is adequate usable space to accommodate the proposed building. b. Adequate Access: Access to the office is off of Conway and Claremont Drive. Primary access to the building, which is from the existing parking lot to the north will not be substantially altered. Access is adequate. C. Environmental Constraints: There are no significant environmental constraints apparent on the property. It is generally level and within a highly developed area of Kalispell. Appropriate Design: a. Parking Scheme: No alterations to the existing parking lot to the north of this building will be required since no additional impacts will be associated with its temporary use. There will be no additional employees associated with this use which is temporary in nature. Proposed parking can be provided in a manner which would be in substantial compliance with the Kalispell Zoning Ordinance requirements. b. Traffic Circulation: Traffic will generally enter and exit the primarily from the extension of Conway Drive into the parking lot. There is adequate circulation within the parking lot. Additionally, there is marginal access on the east side of the building to get to the offices located to the south. All of these areas are paved and traffic circulation within the site is generally adequate. C. Open Space: No specific open space requirements are required under the zoning other than the required setbacks. The building will be located to meet the setbacks for the H-1 zoning. d. Fencing/Screening/Landscaping: No significant landscaping exists on the site nor is any proposed. There is some limited fencing to the west near the heliport. No fencing, screening or landscaping appears to be warranted as this is a temporary use and it is likely that the lawn area where the building will be located will be restored once the building is removed. e. Signage: No signage has been indicated on the site plan or proposed in the application. There is some existing signage on the property which will likely remain in place and it does not appear there is a need for additional signage except possibly some directional signage. 3. Availability of Public Services / Facilities: a. Schools: This site is within the boundaries of School District #5, however, generally speaking, this proposal should have no impact on the school district. b. Parks and Recreation: No substantial impacts to the parks and recreation facilities in the area can be anticipated as a result of this use. C. Police: No substantial impacts to the police can be anticipated as a result of the proposed residential facility. d. Fire Protection: Fire protection will be provided by the Kalispell Fire Department. There are fire hydrants in the area as well as good access to the site in the case of a fire. e. Water: City water will continue to be used to serve the site. No significant impact on water services can be anticipated as a result of this facility. f. Sewer: Sewer service will be provided by the City of Kalispell. No significant impacts on City sewer services can be anticipated as a result of the proposed use. g. Solid Waste: Solid waste pick-up will be provided by the City, and no significant increased impacts can be anticipated as a result of the proposed use. h. Roads: Minimal traffic generation can be anticipated as a result of this use. Access will generally be onto Conway Drive, a City paved street which is in good condition and well maintained. Roads in the area are adequate to accommodate the proposed use. 3 Immediate Neighborhood Impact: The general character of this area is related to hospital uses. No significant impacts to the area can be anticipated as a result of this temporary use. REACTION OF NEARBY PROPERTY OWNERS A notice of public hearing was mailed to property owners within 150 feet of the subject property approximately 15 days prior to the hearing. At the writing of the staff report, no inquiries have been received by the Flathead Regional Development Office. SUMMARY OF FINDINGS 1. The size and location of the site is suited for the proposed use because it will not displace any existing or encroach into the required setback areas. 2. The site design is in general compliance with the zoning and design standards of the City. 3. Existing public services and facilities are available and adequate to serve the proposed use. 4. There will be no negative impacts to the neighborhood with regard to the use of the site for the proposed use or the quality of the neighborhood. RECOMMENDATION It is recommended that the Kalispell City -County Planning Board adopt staff report #KCU- 98-3 as findings of fact and recommend to the Kalispell City Council that the Conditional Use Permit be granted subject to the following conditions: 1. H: \... \KCU J 98 \KCU98-2 4 CONDITIONAL USE APPLICATION - ATTACHMENT TEMPORARY BUILDING FOR KRMC CORPORATE ACCOUNTING STAFF 9 February 1998 1=1r_1m,mtI Zeunn The purpose of this CUP application is to seek approval for a temporary (modular) office building in the area of the KRMC Annex building - home to Corporate Accounting, Computer Information Systems (CIS), and ALERT. The physical address of the Annex building is 325 Claremont. The temporary office is needed to accommodate Corporate Accounting, which is being displaced while a new computer system is being installed into the Annex building. It will be necessary to operate two computer systems (old & new) during the conversion process. Corporate Accounting will not "fit" into the existing Annex building due to the space requirements for both computer systems. However, Corporate Accounting must be "linked" to the computer system so must remain in close proximity to the computers. A temporary office building is proposed adjacent to the Annex building to accommodate Corporate Accounting during the computer transition period. The need is immediate since the new computer system is "on -its -way" with no place to install it without the relocation of Corporate Accounting. The modular building will be 60' X 24'. It will comply with building standards for office uses. The building will be supplied by GE Capital Modular Space of Spokane Washington. Seven people and 9 work stations will occupy the building. The structure will be set-up on the east side of the Annex building in the lawn area to minimize conflict with the existing parking lot. The need for the building is temporary but may need to function for up to 2 years. RESPONSE TO ITEMS 2 & 3 ON THE CUP APPLICATION Item 2: a. The Annex building and surrounding uses are primarily "medical". b. The lot is nearly 10 acres in size, of which most of that area is occupied by parking lots and KRMC. c. The topography of the property is "flat". d. The existing Annex building is 130' X 41'. e. The proposed temporary building will be 24' X 60' and be located on the southeast side of the Annex building. f. The use of the existing structure is as described in the Background narrative, above. g. The proposed use is a temporary "office" for the Corporate Accounting department of KRMC. CUP Application - Temporary Office Item 3: a. The temporary building will not alter the existing "traffic flow & control" since the structure is simply intended as a temporary office for a use that currently occupies the Annex building. No additional employees will occupy the structure. b. Access and circulation will not be affected. Employees still have the same destination for work. c. The building will be placed on the property to avoid and/or minimize loss of any existing parking spaces. The structure will not create any additional demand for parking. d. The use will not interfere with refuge and service areas. e. All necessary utilities are in place or available to serve the building. f. The structure will be located on the east side of the Annex building and this should help screen it from public view. g. The use will not require any signage. It will temporarily displace some lawn area. h. The temporary building will be a manufactured modular structure, constructed to comply with all relevant building codes for offices. The structure will not be placed in any required setback areas. i. No open spaces are required other than those associated with setback requirements. j. The structure will be operated during normal business hours. k. The structure will not create any "impacts" beyond those normally expected by office -related uses. During this regularly scheduled meeting, the Board will hold public hearings to consider the following agenda items and make a recommendation to the Kalispell City Council who will take final action: 1. A request by Flathead Health Center, Inc. for a conditional use permit to allow the placement of a temporary office building. The proposed temporary building will be a 60 foot by 24 foot modular building which is intended to provide office space for approximately seven employees from Corporate Accounting. These employees will be displaced during the installation of a new computer system. The building may be needed for up to two years. The property proposed for the building is zoned H-1, a Hospital zoning district which lists temporary buildings as a conditionally permitted use. The property is located south of Kalispell Regional Hospital and east of Claremont Street. The property address is 325 Claremont Street, Kalispell. A request by the City of Kalispell for an amendment to the Kalispell Zoning Ordinance, Section 27.22.030, Design Standards for Single Family Dwellings. The proposed text amendment will primarily address requirements for manufactured housing in the city of Kalispell. This amendment is being initiated because the current requirement that manufactured homes bear the insignia of approval from the Building Codes Division of the State of Montana has been found to be in conflict with the Federal Manufactured Housing and Construction Safety Standards Act of 1974. This zoning text amendment is intended to correct this conflict and would effect all areas of the city of Kalispell which allow single family dwellings. 3. A request by Don Hines for annexation into the city of Kalispell and initial zoning of B-2, a General Business zoning district.
