Minutes from March 25, 1998 Meeting
The meeting began at 4:00 p.m. Present were: Gib Bissell, Keith Robinson, Art Thompson, and Tom
Weaver. We interviewed Veronica Hewson from 4 p.m. to 4:25 p.m. and Fred Leistiko from 4:30
p.m. to 5 :15 p.m.
The board discussed the qualifications of both applicants. Tom Weaver moved to select Leistiko and
it was seconded by Keith Robinson. It was unanimous that Leistiko was the best qualified for the
position. This recommendation will be forwarded to Mayor Boharski for his consideration.
The meeting was adjourned at 5:30 p.m.
The next regular meeting will be Wednesday, April 15, 1998 at 4:00 p.m.

Dear Mayor Boharski:
I have read with interest your request for applicants to serve on the Airport Advisory
Board.
I was born and raised in Montana and recently returned after a 25 year career as a federal
civil service employee assigned to military aviation. My last assigrunent, which lasted for 19
years, was Commander, Aviation Support Facility at the Akron -Canton Regional Airport in Ohio.
As Commander of the 92 acre complex on the airport property I was the airport's largest
tenant. Through this position I became very active in all activities at the airport such as; airport
security, disaster planning, environmental issues, lease negotiations, special events planning, plus
numerous other projects.
Because of my position, I could not serve as an Airport Commissioner, but I was called
upon many times to consult with the Board. I became very good friends with the Airport
Director and the Airport Board. The Director and any Board member could be contacted to
verify my qualifications.
My wife and I just built a new home in the Bu$alo Stage Subdivision and have made
Kalispell our permanent home. It would be an honor to serve my community.
Please note in the attached summary that I have served on several Governor appointed
Commissions during my tour in Ohio. I believe I could bring some constructive ideas to your
advisory board.

OTHER SELECTED RELEVANT EXPERIENCES
Established and implemented a statewide computer driven training and evaluation
program for the Ohio Army National Guard;
Appointed by the Governor of Ohio to the Recreation and Resources Commission
for the Department of Natural Resources. As Chairman, I was responsible for scheduling,
setting up, and facilitating quarterly Commission meetings;
* Appointed by the Governor of Ohio to the Technical Advisory Council for the
Division of Oil and Gas. Served as its Chairman for twelve years. I was responsible for
scheduling, and running quarterly Council meetings;
* Coordinated disaster training drills with local community leaders and agencies, i.e.,
Fire Departments, Police and Sheriff Departments, FAA, Ambulance companies, and
emergency equipment providers;
* Developed MEDIVAC helicopter transport program to move newborn infants from
rural hospitals in seventeen counties to Akron Children's Hospital. This program received
national recognition and State awards;
Developed a national safety inspection program that brought together National
Guard commanders from twenty states. Also, conducted a two day seminar to introduce
the program;
* Brought together representatives and orchestrated the organization of the Ohio
Petroleum Producers Association of Ohio;
* Conducted a three day seminar for county employees on "How to monitor and
collect severance taxes on wells drilled in your county";
* Worked closely with news organizations, i.e., TV, radio and newspapers;
Conducted at least two seminars per year as the Base Commander and attended at
least two seminars per year that were two days or longer; and
* Designed numerous training programs during 20 years of service with the Federal
Government.
