BACKGROUND/CONSIDERATION: This is the item that was discussed at the
work session. I understand the concern about a $20,000 expenditure for a study.
However, I believe that this is a good "investment" for the future. The "return" that
we receive MAY be annualized savings, a savings in equipment expenditures, an
increase in productivity, or possibly a confirmation that we are currently doing
everything the best way possible! There was major concern about this expenditure
being one mill. Please keep in mind that this is not a "mill' expenditure but is an
enterprise fund that is expended from user fees, not tax dollars. Just as in any
business, there are times that you have to spend/invest money to make/save money.
I believe this is one of those occasions. As pointed out at the work session, this study
was budgeted for (line 356, page 204 @ $20,000) last year as well as the amount for
an additional full time driver (line 110, page 204). The proposed cost is within the
budget. We have not hired the additional employee since we desired to know the
outcome of the study of the department.
RECOMMENDATION: As per our discussion at the work session and our
proposal at the budget workshop, I strongly recommend approval of the contract
proposal of Damschen & Associates, Inc. in the amount of $20,000.
ACTION REQUIRED: Approval of the consent agenda will approve this contract.
D. Authorization to Bid -Samaritan House project
BACKGROUND/CONSIDERATION: This project is now at the stage to proceed
with the bidding process. With the completion of the budget amendments and the
receipt of the grant approvals, we need to move forward with the project. Your
authorization to proceed is needed.
RECOMMENDATION: This project has been in process for several months and
should continue to complete the reconstruction of the Samaritan House. I
recommend your approval for the bidding process.
ACTION REQUIRED: Approval of the consent agenda will approve the bidding
process.
