Administration Highlights - Michael Baker & Donna Worth: • Park Crews chipped and recycled 1,500 Christmas Trees; • Council review of Youth Athletic Complex on January 12. Received authorization to go to bid. • Meet with Recreation Professionals for Flathead County program discussion. ISTEA: Preliminary proposal approved by MDT for Woodland Park DREAM Phase III. Construction documentation completed on the North Main/Lawrence Park trail. Design for Phase II North Main/Lawrence Park approved by MDT Bridge Design underway. Meridian Road Walkway - receive scale down. and submit application to MDT for construction phase. Youth Athletic Complex: Lease signed with State Lands. Construction documents being prepared by engineer January 12 Council review of project. Greenbriar Park: Park -in -Lieu development with automatic irrigation installed and ground prepared for turf seed. Lawrence Park Wetland Mitigation: Received final payment. Project complete. Boharski City Council Members January 28, 1998 Page 2 W Parks Department - Ken Bauska, Foreman: Maintenance Tasks: • scrape & paint picnic tables; remove hockey goals & benches at Warming Hut for reconstruction; remove snow at City Hall, Community Development, Hockaday; attend safety meeting; daily rest room cleaning and garbage removal. Seasonal Maintenance: 0 manicure ice rink at Woodland Park Lagoon; pick-up Christmas Trees and chip them; ! Urban Forestry - Michael Baker, Urban Forester: • prune Urban Forest and chip debris; 10 hazard trees removed, debris chipped; i Recreation Depart. - C. Bohannan & J. Reese, Recreation Coordinators: This month has been cold enough to hold our Ice Skating lessons. Our instructor has 15 years of skating behind her belt! What a joy to have someone who truly loves to skate. We have 27 teams of Men's City League Basketball playing once a week at School gymnasiums in town. Lot's of action! Winter has been slow in coming on and to our advantage. The seniors have enjoyed skiing and snow shoeing in the higher elevations with great views. Large counts of birds have stayed in the area due to the mild weather. What a great month! A Routine Monthly Duties: Vouchers, Marketing, Administrative work, answering phones, assisting participants, taking registrations. Permits were issued for foundations for two manufactured homes and for two homes that were relocated to Memory Lane. Additionally, foundation permits were issued for two site built homes. In total, 10 new dwellings will soon be added to Kalispell's housing inventory. Earl McPeek was issued a permit to construct another 4-plex at his Kelly Road Southgate Villa subdivision. Staples pulled their remainder permit and continue to make good progress. Immanuel Lutheran Home began an addition to their existing facility. Swank Enterprises, Inc., was issued a permit to renovate Central School and work is underway. Zonin : No sign permits were issued for the month of December. There have been several inquiries regarding signs for new businesses. Diana Harrison has been working on the floodplain development permit for the Buffalo Hills Golf Course. This permit should be issued in early January. Diana attended the first meeting for the Master Plan Update and has been assigned to the Public Services and Infrastructure Committee. Diana attended meetings regarding the West Spring Creek Study that Morrison-Maierle is working on. Diana has done research to pull together any information that might be useful to them for this study. The Board of Adjustment did not meet in December. Two variance applications were accepted in December for the January, 1998 Board of Adjustment meeting. Application by Gladys Jensen to build an addition 8 feet into the required 10 foot side yard setback. 2. Application by Robert Velde to replace a roof structure over a porch in the required front yard setback. Page 2 of 2 EOM Building & Zoning Comments December, 1997 Narda Wilson and the zoning administrator have continued working on the proposed amendments to the Kalispell Zoning Ordinance. Diana continues working on a draft zoning ordinance for the Kalispell City Airport as well. Personnel: Our personnel situation remains unchanged. Vacancy announcements are still running for the two vacant positions.
