We all spoke of so many plans and thoughts that I felt the necessity for this letter to perhaps clarify what exactly is going on over here. Phase One will include the constant upgrading of space that has been occupied but comes vacant due to a turnover in renters. Whenever there is a temporary vacancy, we will utilize this vacancy time for construction upgrade time. This phase will also include accessible bathrooms on the first floor. Also, we will be putting a new roof on the north half of the building. Phase One will not include the renovation of space long vacant (roughly 40,000 Sq. Ft.). Phase Two will be the renovation and bringing that 40,000 feet of long vacant space up to code and making it ready for renters. "Up to code" means elevator, sprinkler system, new wiring, new air and heat, insulation, 4 more accessible bathrooms. In addition to those upgrades, we would also remove the current facade and awning, install new windows, and restore all broken brick. Phase Two, the bringing up-to-date and readying for occupancy of this unoccupied 40,000 Sq. Ft., will be ,quite expensive and will not make sense without places for all thesenew employees and customers to park the 'increased parking density achieved by a parking structure that this increased density would require. In fact, Phase two is totally dependent on additional parking' being available in the immediate area. And that is where we need the City to act in partnership and support our developmental plans. The Downtown Redevelopment Plan — Ordinance No. 933, has the main over -view already laid out. We so wish you would follow it. We will do our part, and in the process make Downtown Kalispell, Montana a growing,' vital area that is headed in the right direction. ISTEA: Preliminary proposal approved by MDT for Woodland Park DREAM Phase III. Construction completed on the North Main/Lawrence Park trail. Design for Phase II North Main/Lawrence Park approved by MDT, Bridge Design underway (relocated site for river crossing). Meridian Road Walkway - scale down approved by MDT, waiting for construction notice. Youth Athletic complex: Lease signed with State Lands. Construction documents being prepared by enginee. Director of Parks & Recreation MB/dlw DEPARTMENT OF PUBLIC WORKS ACTIVITY REPORT FEBRUARY 1998 ENGINEERING DIVISION • Conducted review meeting with Robert Peccia and Associates regarding potential scope additions and changes for the Meridian Road Design Project. • Issued notice to proceed to Damschen and Associates for the solid waste system study. • Continued participation in City/County Master Plan update process. • Completed NRCS project to repair flood damages to holes 6 and 7 at Buffalo Hills Golf Course. • Completed stream bank repairs at Lawrence Park. • Reviewed Kelly Road lift station #5 design with MDEQ. • Prepared City Council information memo on history, processes and procedures for interpreting City engineering standards. • Conducted review meeting with T D & H on the north water well project. • Conducted signal warrant studies for 1It Ave. E. and 3rd St. and 1,' Ave. W. and 3rd St. • Initiated long range planning effort for eventual WWTP expansion. • Reviewed consultant report on WWTP digester and fermenter deterioration and coating requirements. Initiated cost study to identify budget requirements for total project. • Spring Creek Drainage Project: • Completed Spring Creek Survey datum and delivered to M&M. • Completed CAD base drawing for the Spring Creek Drainage Project. • Conducted project review meeting with M&M on the project. Center Street/First Avenue East Traffic Signal Plans and Specifications complete and out to bid. • Prepared a presentation for City Council on the Public Works Department. • Reviewed plans and discussed requirements for Buffalo Stage Professional Park with contractor. • Inspection continues on the following construction projects: • Buffalo Stage Phase III - Contractor hauling crushed material and preparing sub -base. • Willows Subdivision - Contractor has completed approximately 60% of the sewer main. • Continued to reorganize plan files as time permits. • Preparing bid proposals and specifications for 1998 overlay, roto-milling and chip seal projects. • Attended monthly U-Dig meeting. • Responded to several requests for fire flows for designing new sprinkler systems. • Attended meeting with County GIS Specialists to discuss procedures for adapting County Parcel AutoCAD drawings to be used with the City base map. • Began training FVCC survey student to assist with the AutoCAD map work. • Field survey done on a portion of County tract near Conrad Ball Fields to gather data for AutoCAD work in determining location of Woodland Park Drive. • Continue utility base mapping in AutoCAD. • Prepared samples of special tax assessment rates and methods for the County Landfill. • Prepared MS Access database report for City Special Assessments. • Contract for First Alley East electrical engineering completed and signed. • Compiling information for Annual Report. • Conducted pre -bid meeting for the East Center Street and First Avenue East Traffic Signal Project. OFFICE AND STAFF There were 9 emergency call -outs for the month of February: Water Division - 2 ; Street Division - 1; Sewer Division — 4; and TSS Division - 2. CENTRAL GARAGE • 85 repair orders were completed during the month of February: Police ............16 Streets............ 27 • Fire ..............10 Garbage........... 11 • Others ............ 21 • Ongoing maintenance of City vehicles and machinery. • Ordered summer tires for Police Department vehicles. SANITARY/STORM SEWER DIVISION • Continued video and jet cleaning of sewer lines Monday through Thursday. • Performed weekly maintenance of fifteen lift stations each Friday. • Jet cleaned sewer main for the Evergreen Sewer District - 60' of sewer main plugged. • Attended service seminar on Gorman -Rupp pumps. SOLID WASTE DIVISION • Delivered 2 containers to new customers. • Repaired 3 containers and responded to 1 violations. • Continued weekly garbage service. • Continued weekly alley cleanup. • Updating County garbage taxes. • Requested additional quotes for the 100 and 300-gallon containers. • Prepared report of City garbage pick ups on private property. • Compiled count of the 300 and 400-gallon containers in the City of Kalispell. _'TREET DIVISION • Continued alley grading and magnesium chloride treatment. • Ailey clean-up ongoing. • Continued crack sealing streets and avenues. • Applied 5,400 gallons of deicer. • Continued cold mix patching. • Swept and crack sealed City Airport. • Continued sidewalk milling. • Performed tree removal for the Sewer Division. WATER DIVISION WATER PUMPING & STORAGE.• • Produced 56 M gallons of water: 10 M gallons upper zone and 46 M gallons lower zone. • Injected 54 lbs. of chlorine. • Continued routine maintenance on all pumps, motors, grounds, buildings, controls, testing and record keeping. • Exercised all main line valves in the upper pressure zone. • Calibrated all Sparling flow meters at each well site. • Repaired the CLz alarm system at Lawrence Park. • Worked with contractor and engineer on diagnosis of problems at the Grand View Wells. Grandview Well: g • Equipment is 97% complete. • Assisting preparation of punch list. WATER CONSTRUCTION AND SYSTEM REPAIR.' • Tagged 45 delinquent accounts. • Delivered 24 water meters. • Completed 64 work orders during the month of February. • Replaced 1 fire hydrant. • Began valve exercising at the south end of city. • Replaced curb boxes and rods at the following locations: 728 2nd Avenue East, 940 2nd Avenue East, 1104 6th Street West, 360 3rd Avenue EN, 571 2nd Avenue EN, 744 3rd Street West, 947 2nd Avenue East, 1220 2nd Avenue East, West Idaho and 2nd Avenue WN and 560 2nd Avenue East. • Repaired main break at 5th Avenue WN and California and 4" main break at 227 Rosewood. • Repaired service line at 1035 2nd Avenue West and 10 Three -Mile Drive. • Repaired fire hydrant at Woodland Park and at the shop yard. • Replaced 8" water main at West Washington and 2nd Avenue WN. • Ran a new 3/4" service from main to curb stop at 1237 4th Avenue East. • Replaced fire hydrant at 7th Avenue East and I21h Street East. TRAFFIC SIGNS & SIGNALS DIVISION • Continued maintenance of traffic signals, lights, signs, and meters. • Sign inventory complete. • Repaired traffic signal in Polson. • Started infrastructure estimates for the Public Works Department. • Conducted traffic count at 1It Avenue West and 3rd Street West - 111 Avenue East and 3rd Street East for a possible traffic signal. Received poles for the signal at 501 Avenue West and West Center Street. Barricaded for Parks Department and Sewer Department - tree pruning and line cleaning. • Tested conflict monitors on signalized intersections throughout the City. • Barricaded the crime scene for the armed robbery on 2/22/98. • Installed pedestrian crossing signs at North Ridge Drive and Parkway Drive. WASTEWATER TREATMENT DIVISION • 52 Work Orders were completed during the month of February. • 432 Lab Tests were performed during the month of February. • 29 Loads of sludge were hauled during February. • The corroded support rods in the east secondary digester were replaced. • Electric valve actuators, necessary to improve dissolved oxygen control, were put into operation. • Reviewed report from Morrison -Maierle on fermenter condition and recommendations for its repair.
