PERFORMANCE BOND REMINDERS: None.
OLD BUSINESS: Coffee Shop — 305 2nd Ave W; convert dry cleaning business to restaurant. They
are still working on getting everything to the Building Dept. Sorensen sent both the owner and the
tenant a letter regarding the requirements discussed at last weeks' meeting.
Willow Creek PUD Amendment — re: Bike path condition. An agreement between Rails to Trails,
Wayne Turner, and the City of Kalispell has been entered into regarding the bike path to Kila, which
was started in 2007. Turner will give an easement from Highway 2 to Willow Creek. We will trade
the culvert which isn't functional for an improved trail system. We need to decide if this is a minor or
a major change. Jentz went over what was originally agreed to with Turner and what is now being
proposed. The decision as to it being a major or minor change: Public Works said it is major; Fire,
Police, and Building said it is minor. MDOT remained neutral on the decision. Jentz will discuss this
further with Public Works, and it will be on the agenda for next week.
NEW BUSINESS: Buffalo Commons PUD — This will change their sign regulations and pull the
City out of their covenants. The western most property would also like to be included in the
medical/healthcare pod. The Sleep Center is split between the two pods, and a corner of the lot right
to the south also is split between the two pods. They will be doing a minor amendment to adjust the
boundary lines for these pods. The original layout of pods was done before they did the subdivision,
so the pod layout did not match up with the property lines. The Tamarack Building would come
within the office parcel, The Sleep Clinic would go entirely within the medical parcel, and the little
corner will be entirely within the retail parcel. This is a minor amendment and it will move forward.
PLANNING OFFICE ITEMS: VW Dealership — Highway 93 and Lower Valley Road. This is
going to the Planning Board on March 12d'. Conrad is working with Public Works and MDT to write
up some conditions regarding access and road improvements to Lower Valley Road. Once they
submit for their building permit, this will come back to Site Review.
OTHER REPORTS: Parkside Federal Credit Union — They had a cut through that they took out
and now they want to put it back. They will put in a bike rack to compensate for the loss of one
parking space. They will need to divide the 6" curb line with some sort of divider to define it better.
This change would not impact their drainage, and is approved.
