All items listed on the Consent Agenda will be accepted by one motion. If a Council
member desires to discuss an item separately, the item can be removed from the Consent
Agenda by motion.
1. Council Minutes — Regular Meeting — January 7, 2013
2. Award Bid — Dump Trucks
Two responsive bids were received for two used tandem axle dump trucks for use by
the Street Division. Staff is recommending the bid be award for the two trucks to
L&M Truck Sales in the amount of $174,296.
3. Postpone Action on Bids — Hazardous Materials Pull Vehicle
Two responsive bids were received for a vehicle to transport the HazMat personnel
and equipment. Staff is requesting action on the bids be postponed to February 4
pending further review.

1. Ordinance 1720 — Zoning Text Amendment — 2nd Reading
This amendment would allow governmental facilities such as schools, jails,
fairgrounds, police and fire stations to be permitted uses in all zones. Currently
these types of uses require a conditional use permit even though state law
provides for a zoning exemption. The first reading of Ordinance 1720 passed on a
6-1 vote January 7.
2. Resolution 5604 — Board of Investment Loan
This resolution authorizes participation in the BOI loan program for $375,000 at a
1.25% variable interest rate for the purchase of vehicles and equipment.

Section 2-20 Manner of Addressing Council
a. Each person not a Council member shall address the Council, at the time designated in the agenda or
as directed by the Council, by stepping to the podium or microphone, giving that person's name and
address in an audible tone of voice for the record, and unless further time is granted by the Council,
shall limit the address to the Council to three minutes.
b. All remarks shall be addressed to the Council as a body and not to any member of the Council or
Staff.
C. No person, other than the Council and the person having the floor, shall be permitted to enter into any
discussion either directly or through a member of the Council, without the permission of the Presiding
Officer.
d. No question shall be asked of individuals except through the Presiding Officer.
