SUBJECT: Resolution No. 5610 — A Resolution of Intent to Call for a
Public Hearing and Collaborate with Flathead County in its
Application for a Montana CDBG Public Facilities Grant
MEETING DATE: March 4, 2013 — Regular Council Meeting
A city/county joint Community Needs Assessment hearing was held December 18, 2012
to identify overall community development and housing needs. At that hearing, multiple
members of the community expressed concern regarding identified health and safety
challenges related to the current location for the Flathead County Agency on Aging.
Flathead County has determined that its Agency on Aging (AOA) is in need of improved
office and community space to better serve its customers. Program activities offered by
AOA meet the needs of many low to moderate income individuals in our community. To
this end, Flathead County seeks to utilize the City of Kalispell's 2013 application
allocation for public facilities funds through the Montana Department of Commerce
Community Development Block Grant (CDBG) program. Grant funds will be utilized as
partial funding to construct a new facility to house the Agency on Aging programs.
The residents of the City of Kalispell benefit from the Agency on Aging programs and
Council may find, therefore, that it is in the best interests of the City to promote the
construction of a new facility that will better meet the needs of this segment of the city
population. There are currently no other public facility projects within the city that are
known to be application ready and that would otherwise be eligible for CDBG public
facility grant funding. A second public hearing is required by CDBG to be duly noticed
and held to gather specific information on the potential impacts and benefits related to
an upgraded AOA facility, and gather public comment prior to the submission of a CDBG
Public Facilities application.

It is recommended that the City Council pass Resolution No. 5610 calling for a public
hearing and giving Flathead County the assent of the City to pursue an application for
the city's 2013 allocation of Montana CDBG public facilities grant funds for the purposes
of constructing a facility to house the Flathead County Agency on Aging programs.
Official application authority will be granted by the City Council through a future
Resolution to Authorize submission of the CDBG application pending the outcome and
input received at the hearing.
FISCAL IMPACTS: There are no anticipated fiscal impacts to the City from this action.

RESOLUTION NO. 5610
A RESOLUTION OF INTENT BY THE CITY OF KALISPELL TO GIVE ITS ASSENT TO
FLATHEAD COUNTY IN A GRANT APPLICATION SUBMISSION TO THE MONTANA CDBG
PUBLIC FACILITIES PROGRAM FOR THE PURPOSES OF PARTIAL FUNDING FOR THE
CONSTRUCTION OF A FACILITY TO HOUSE THE AGENCY ON AGING AND SETTING A DATE
FOR A PUBLIC HEARING.
WHEREAS, Flathead County seeks to utilize the City of Kalispell's 2013 application allocation for public
facilities funds through the Montana Department of Commerce Community Development Block
Grant (CDBG) program to assist in the partial funding of the construction costs of a new facility
to house the Flathead County Agency on Aging programs; and
WHEREAS, because program activities offered by AOA meet the needs of many low to moderate income
individuals in our community the residents of the City of Kalispell benefit from these programs
and it is therefore in the best interests of the City to promote the construction of a new facility
that will better meet the needs of this segment of the city population; and
WHEREAS, there are currently no other public facility projects within the city that are known to be
application ready and that would otherwise be eligible for CDBG public facility grant funding;
and
WHEREAS, A public hearing is required to be duly noticed and held to gather specific information on the
potential impacts and benefits related to an upgraded AOA facility, and gather public comment

NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL, AS
FOLLOWS:
SECTION I. A public hearing is hereby scheduled for April 1, 2013 at 7:00 p.m. in the City
Council Chambers at City Hall, 201 First Avenue East, Kalispell, Montana for
the purpose of taking public comment on the application.
SECTION II. That following the public hearing the City of Kalispell may authorize Flathead
County to submit an application to the Montana Department of Commerce for
CDBG public facilities grant funding for those funds allocated to the City of
Kalispell for 2013 for the construction of an upgraded AOA facility and to
provide such additional information as may be required.
